In a crucial pre-examination briefing held on Tuesday, District Magistrate Thiyagarajan S M outlined comprehensive security arrangements for the upcoming Bihar Public Service Commission (BPSC) written examination. The test for the position of assistant public sanitary and waste management officer is scheduled to take place on Thursday, April 23, across multiple centers in Patna.
Administration Commits to Peaceful and Fair Examination Environment
During the meeting with magistrates and police officers, DM Thiyagarajan emphasized the administration's unwavering commitment to conducting the examination in a completely peaceful and malpractice-free environment. The district administration has mobilized significant resources to ensure the integrity of the examination process, with particular focus on preventing any form of cheating or disruption.
Large-Scale Candidate Participation and Administrative Deployment
A total of 21,748 candidates are registered to appear for the examination, which will be conducted in two shifts across 32 different centers throughout Patna. To oversee this substantial operation, the district administration has organized a multi-layered monitoring system:
- 44 static magistrates-cum-observers assigned to examination centers
- 17 zonal magistrates responsible for broader oversight
- 12 additional magistrates on reserve at the district control room

The District Magistrate issued a stern warning that the Bihar Examination Conduct Act, 1981, will be strictly enforced throughout the examination period. Any candidate or individual found engaging in or facilitating malpractice will face immediate legal consequences. The security measures include:

- Complete prohibition of electronic devices including mobile phones, Bluetooth gadgets, and smartwatches
- Ban on certain stationery items such as whiteners or blades
- Restricted access with unauthorized personnel and videographers barred from examination halls
Notably, the mobile phone ban extends to all examination staff and invigilators, with only center superintendents permitted to carry basic keypad phones for essential communication purposes.
Legal Orders and Administrative Coordination
To maintain order around examination premises, sub-divisional magistrates have been directed to impose prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023. For seamless coordination, the Additional District Magistrate (law and order) has been appointed as assistant coordinator, while the district programme officer (education) will serve as the nodal officer for the entire examination process.

Monitoring efforts will be supported by dual control rooms: the BPSC control room and the district control room.
