PCMC Budget 2026-27 Approval Delayed Amid Standing Committee Scrutiny

The annual budget of the Pimpri Chinchwad Municipal Corporation (PCMC) for the fiscal year 2026-27, amounting to Rs 9,322 crore, is facing a significant delay in approval. The budget was presented by Municipal Commissioner Shravan Hardikar to Standing Committee Chairman Abhishek Barne on February 28, but it has yet to receive the committee's endorsement.

Reasons Behind the Postponement

Sources indicate that the newly constituted standing committee, formed after recent civic elections, has requested detailed clarifications from the civic administration regarding several provisions in the budget. This budget was drafted during a period of administrative rule prior to the elections, leading to questions about its alignment with current priorities.

Instead of immediate approval, Chairman Barne directed civic officials to address specific points, with the proposal slated for consideration at a meeting on March 4. Following that session, officials confirmed that the budget was not cleared, and the decision has been deferred to the next standing committee meeting scheduled for March 11.

Key Queries and Administrative Response

Barne elaborated that the committee has asked for comprehensive information on various aspects, including ward-wise allocations and strategies to enhance the municipal corporation's revenue. "We have asked the officials concerned to provide detailed information on several aspects of the presented budget in the next meeting," he stated. "They have been asked to share ward-wise allocations and suggest ways to improve the revenue of the municipal corporation."

Additionally, officials have been tasked with specifying expected revenue to facilitate the proposal of new works. Barne noted that some committee members have suggested projects related to their respective wards, which will be studied for potential inclusion in the final budget. "These will be studied and we will explore options to include as many works as possible in the final budget," he added, indicating that several changes are anticipated before the budget is presented to the general body.

Administrative Actions and Timeline

In response, Municipal Commissioner Hardikar has instructed heads of various PCMC departments to provide the requested information. "Officials have been asked to ensure that all doubts raised by the committee members are addressed," he said. "The committee will make necessary changes before sending the final budget to the general body."

Hardikar emphasized that, as per regulations, the PCMC annual budget must first gain approval from the standing committee and then from the general body before March 31. The general body meeting is scheduled for March 13, where the budget is expected to be placed for final approval.

Budget Highlights and Comparative Analysis

The presented budget of Rs 9,322 crore represents a decline of Rs 353 crore compared to the previous year. Notably, it does not introduce any new projects, instead focusing on the completion of existing works. This conservative approach reflects the administrative period during which it was prepared, prior to the election of new civic representatives.

The delay underscores the transitional phase in PCMC's governance, with newly elected members seeking greater transparency and alignment with local needs. As the standing committee convenes on March 11, all eyes will be on whether the clarifications provided will pave the way for timely budget approval, ensuring municipal operations proceed smoothly for the upcoming fiscal year.
