PM Modi to Inaugurate India's First HPCL Integrated Refinery Complex in Rajasthan
Chief Minister Bhajanlal Sharma announced that Prime Minister Narendra Modi will inaugurate the country's first HPCL integrated refinery-cum-petrochemical complex at Balotra on April 21. This landmark event marks a significant milestone in India's energy infrastructure development.
Strengthening Rajasthan's Role in Energy Security
The Chief Minister emphasized that the Pachpadra refinery will substantially strengthen Rajasthan's role in India's energy security framework while accelerating the state's economic growth trajectory. He directed officials to ensure the event is organized in a historic manner, reflecting the project's national importance.
Preparations in Balotra for the Prime Minister's visit have commenced on a war footing, with the district administration finalizing arrangements through extensive multi-level reviews. On Thursday, a crucial meeting of administrative officials was convened at the District Collectorate under the chairmanship of District Collector Sushil Kumar Yadav to assess preparation status.
Comprehensive Site Inspections and Security Reviews
Simultaneously, Jodhpur Divisional Commissioner Alok Ranjan conducted a thorough inspection of the refinery site at Pachpadra in Balotra ahead of the Prime Minister's proposed visit. Senior officials present included IG Police (Jodhpur Range) Satyendra Singh, Additional SP (CID) Narpat Singh, intelligence personnel, and other administrative officers.
During the inspection, the Divisional Commissioner meticulously reviewed arrangements related to the event, including:
- Helipad facilities and safety protocols
- Plantation sites and environmental considerations
- Sabha venue configuration and capacity planning
- Control room operations and communication systems
- Other critical locations within the complex
He directed officials to ensure proper security measures, comprehensive cleanliness drives, adequate seating arrangements, efficient parking solutions, and smooth execution of all necessary arrangements within stipulated timelines.
High-Level Coordination at CM's Office
In a high-level meeting held at the Chief Minister's Office, CM Bhajanlal Sharma personally reviewed preparations for the Prime Minister's visit. He confirmed that the Prime Minister will address a public gathering and ceremonially flag off LPG tankers produced from the refinery.
Officials received specific instructions to ensure adequate arrangements for:
- Seating capacity for expected attendees
- Drinking water availability throughout the venue
- Medical facilities and emergency response teams
- Uninterrupted electricity supply
- Parking infrastructure and traffic management
- Comprehensive security protocols
The Chief Minister emphasized enhanced coordination between traffic police and the transport department to maintain smooth vehicular movement and proper parking facilities. He also issued directions regarding plantation work within the refinery campus to enhance environmental sustainability.
Project Specifications and Economic Impact
The Pachpadra refinery project, with a revised cost of Rs 79,459 crore, boasts an annual refining capacity of 9 million metric tonnes. It will process a strategic mix of 1.5–2.5 million tonnes of Rajasthan crude alongside 6.5–7.5 million tonnes of imported crude.
Spread across approximately 4,400 acres, the refinery has already commenced commercial production of LPG. The HPCL Rajasthan Refinery Limited facility will produce essential petroleum products including petrol and diesel, alongside valuable petrochemical products such as:
- Polypropylene for packaging and automotive applications
- LLDPE (Linear Low-Density Polyethylene) for film and molding
- HDPE (High-Density Polyethylene) for containers and pipes
- Benzene for pharmaceuticals and plastics
- Toluene for paints and solvents
- Butadiene for synthetic rubber production
These products will significantly support multiple sectors including transportation, pharmaceuticals, paints, and packaging industries. The project is expected to substantially boost India's energy self-reliance, reduce import dependency in the petrochemical sector, and create extensive employment and skill development opportunities for youth across Rajasthan.
Additional Administrative Coordination
Chief Secretary V. Srinivas, Director General of Police Rajeev Kumar Sharma, senior HPCL officials, and other key administrators participated in the high-level meeting. Separately, another comprehensive review meeting was conducted at the Balotra District Collectorate auditorium regarding preparations for the refinery inauguration.
Officials from both Balotra and Barmer districts, including sub-divisional officers and tehsildars, participated actively and provided detailed feedback on ongoing arrangements. District Collector Sushil Kumar Yadav emphasized prioritizing vehicle parking arrangements and directed that land-levelling work be expedited to accommodate the anticipated large number of vehicles.
Specific instructions were issued to deploy JCB machines as needed to ensure smooth movement in parking areas. He further stressed the critical importance of comprehensive traffic management, robust security protocols, adequate drinking water provisions, sanitation facilities, medical support systems, and emergency services readiness.
All officials have been assigned specific responsibilities with clear directives to complete all tasks within stipulated timelines, ensuring zero negligence at any operational level for this nationally significant event.
