He was inducted as a minister in Rabri Devi's government but was later removed following a controversy regarding his age. A Koeri by caste, Samrat has served as an MLA from Parbatta in Khagaria and Tarapur in Munger, and also as an MLC. According to his election affidavits, Samrat completed his higher education at Madurai Kamaraj University in Tamil Nadu and holds an honorary DLitt degree from California Public University, though the opposition has raised questions about his academic credentials on several occasions. His 2025 affidavit reports a net worth of approximately Rs 11.35 crore.
Known as an aggressive orator and a disciplined BJP leader, political observers recall an incident from last year where, during an election meeting, Nitish Kumar asked him to join Prime Minister Narendra Modi as NDA workers presented a large garland.
