Telangana Implements Strict Traffic Enforcement: Licenses at Risk for Repeat Offenders

In a bold move to enhance road safety and ensure compliance with traffic regulations, the Telangana transport department is set to introduce a stringent new system starting in April. Motorists who repeatedly flout traffic rules and ignore pending challans will face severe consequences, including the potential freezing of their driving licenses and vehicle registration certificates (RCs).

New System Targets Repeat Violators

According to joint transport commissioner M Ramesh, a notification detailing this measure is expected in the first week of April. The system is designed to discipline road users, tighten enforcement, and secure timely payment of fines across the state. Under the proposed framework, motorists accumulating five challans against their vehicles within a single year will trigger immediate action.

An official from the transport department explained, "An alert will be sent to the Regional Transport Authority (RTA), leading to the blocking of their driving licence or RC. Access to RTA services will only be restored after all pending dues are cleared."

Scale of the Problem Necessitates Action

The decision to implement such a strict system stems from alarming data on traffic violations. Joint commissioner of police (traffic) D Joel Davis shared statistics from 2025, revealing that 8.17 lakh vehicles in Telangana have pending challans. These account for over 6.2 crore violations and more than Rs 683 crore in unpaid fines.

Notably, over seven lakh of these vehicles had between 5 and 10 violations, highlighting a pattern of rampant repeat offenses. Officials emphasized that the focus is on stricter enforcement rather than increasing fines, with penalties currently ranging from Rs 1,000 for not wearing a helmet to as high as Rs 10,000 for drunk driving.

Grievance Redressal System to Ensure Fairness

To address potential disputes and maintain transparency, the transport department will also launch a formal grievance redressal system. This initiative aligns with central motor vehicle rules and aims for time-bound resolution of complaints related to challans.

An official stated, "Complaints must be filed online, with no offline provision. Officials will review cases and communicate decisions electronically. Standard operating procedures have been established to ensure consistency and accountability."

Disputes will be handled by designated authorities based on jurisdiction, with traffic DCPs overseeing cases in major commissionerates like Hyderabad, and additional DCPs or SP-rank officers managing complaints in districts. Within the transport department, deputy transport commissioners, RTOs, and district transport officers will serve as grievance redressal authorities.

Timelines and Procedures for Motorists

The department has set clear timelines to streamline the process:

  • E-challans must be issued within three days, while manually recorded violations can take up to 15 days.
  • Motorists have 45 days to either pay the fine or file a complaint.
  • Authorities will decide on complaints within 30 days.
  • If the decision is accepted, the fine must be paid within 30 days.
  • If contested, motorists can approach a court by paying 50% of the challan amount.

Courts will have the final say, with the power to cancel incorrect challans or uphold valid ones. Failure to comply with these procedures could lead to further enforcement actions, underscoring the department's commitment to road safety and regulatory adherence.

This comprehensive approach aims to reduce traffic violations, improve payment compliance, and foster a culture of responsible driving in Telangana.
