Abu Dhabi Targets First Fully AI-Native Government by 2027

Abu Dhabi has announced a major transformation plan aimed at becoming the world's first fully AI-native government across all digital services by 2027, according to the Department of Government Enablement (DGE). This initiative is part of the Abu Dhabi Government Digital Strategy spanning 2025 to 2027. The strategy focuses on developing the public sector to ensure complete connectivity, automation, and utilization of artificial intelligence. It is being developed in collaboration between the DGE and other government entities.

Abu Dhabi Aims for World's First Fully AI-Powered Government Operations

The strategy leverages AI and automation technologies to enhance government operations. Abu Dhabi plans to fully digitize and automate all government processes within the next few years. This move follows earlier stages of digital advancement, including e-government and smart government technologies, leading to the AI government era where artificial intelligence will be extensively used.

According to official details, more than 200 AI solutions are expected to be deployed across government services. These tools are designed to improve efficiency and reduce manual processes across various departments.

Inside the Plan to Build a Fully Digital Government System

A key aspect of the plan is building a strong digital infrastructure, including achieving 100% adoption of sovereign cloud computing. The strategy also involves developing a unified digital enterprise resource planning (ERP) system to integrate different government functions into a single platform. The DGE reported a total investment of AED 13 billion between 2025 and 2027, directed toward technology development, infrastructure upgrades, and digital transformation initiatives.

How the 'AI for All' Programme is Preparing a Future-Ready Workforce

The 'AI for All' programme is a critical component of the strategy. It focuses on training government employees and citizens in AI tools and applications to build a workforce capable of operating in an AI-driven environment. This training is essential for the long-term success of the strategy, ensuring employees across departments are prepared to use new digital systems effectively. The initiative also includes collaboration with academic and research institutions, such as the Mohamed bin Zayed University of Artificial Intelligence, which is involved in upskilling programmes and research support related to AI technologies.

Technology Partnerships and AI Ecosystem Expansion

The strategy relies on collaboration with key technology organizations. The Advanced Technology Research Council (ATRC) is assisting in research on large language models and sophisticated AI technologies. Technology companies like G42 are actively involved in developing AI capabilities and digital capacities. Government platforms like TAMM are undergoing further development into more sophisticated versions. The upgraded platform, TAMM 3.0, is envisioned as a digital backbone for government services involving AI and cloud computing.

Economic Impact and Future Outlook

According to official reports, the plan is expected to contribute over AED 24 billion to Abu Dhabi's GDP by 2027 and create more than 5,000 jobs, particularly in digital services, artificial intelligence, and technology-related fields. The strategy also includes robust cybersecurity frameworks to protect government systems and data, ensuring safe and reliable digital operations across all departments.
