Gurgaon has emerged as the top-performing district in Haryana in terms of infrastructure, quality, and standards of education for the year 2024-25, according to the central government’s Performance Grading Index for Districts of India (PGI-D), released by the Ministry of Education in May 2025.

Score and Grade Improvement

The district secured 375 points out of a maximum of 600, placing it in the Uttam 3 category (61–70%). This marks a significant improvement from 354 points in 2023-24 and 346 points in 2022-23, both of which had placed Gurgaon in the Prachesta 1 category (51–60%). The upward trend reflects consistent efforts to enhance educational outcomes across various parameters.

Other High Performers

Four other districts in Haryana joined Gurgaon in the Uttam 3 category: Panchkula, Faridabad, Karnal, and Jind. These districts also demonstrated notable progress, with scores ranging between 61% and 70% of the total marks. The remaining 16 districts in the state fell into the Prachesta 1 band (51–60%), indicating a broad scope for improvement.

Weakest Performer

Nuh remained the weakest performer in Haryana, scoring 275 points. Although this represents an improvement from 259 points in 2023-24, it was the only district in the state placed in the lower Prachesta 2 category (41–50%). The district faces challenges in multiple domains, requiring targeted interventions.

Statewide Trends and National Context

Despite the improvements, no district in Haryana has crossed the Uttam 3 threshold. The higher grades—Uttam 2, Uttam 1, and Utkarsh—remain out of reach for every district in the state, reflecting substantial scope for enhancement across indicators. Nationally, no district has achieved the Utkarsh or Uttam 1 grades. Only 16 districts across India have reached Uttam 2, while 75 fall in Uttam 3. According to the report, a total of 653 districts improved their PGI score in 2024-25 compared to 2023-24. Out of these, 251 districts made grade-level improvement. Overall, 508 districts remained in the same grade in both years, and 20 districts slipped one level in 2024-25 compared to 2023-24.

Domains and Data Sources

The PGI-D ranks districts on 600 marks across six domains: outcomes, effective classroom transactions, infrastructure and facilities, school environment, school safety and child protection, digital learning, and governance processes. Data is drawn from UDISE+, the PARAKH Rashtriya Sarvekshan 2024, the PRABANDH portal, and NCERT. These comprehensive indicators provide a holistic view of district-level education performance.

This achievement underscores Gurgaon's commitment to educational excellence, but also highlights the need for continued efforts to reach higher grading categories. The state government and district authorities are expected to focus on addressing gaps in the remaining domains to propel further improvements.
