Union Minister of State for External Affairs Kirti Vardhan Singh will lead the Indian delegation at the inaugural United Nations Global Dialogue on AI Governance, scheduled for July 6-7 in Geneva, Switzerland. The delegation represents India's commitment to shaping international artificial intelligence governance.
UN Forum Established Under General Assembly Resolution
The Global Dialogue on AI Governance is a universal, multi-stakeholder platform created under General Assembly Resolution 79/325, following the Global Digital Compact adopted as part of the Pact of the Future in September 2024. The Ministry of External Affairs confirmed that the dialogue will receive the annual report of the Independent International Scientific Panel on AI (IISPA), which provides the first independent scientific assessment of AI capabilities, opportunities, and risks.
Thematic Discussions and Clusters
Engagements at the dialogue will include thematic discussions around four clusters: AI's social and economic implications, bridging AI divides, safe and trustworthy AI, and human rights in the AI context. The Ministry noted that these discussions aim to advance international governance of AI in ways that complement existing efforts at international, regional, national, and multi-stakeholder levels.
Building Capacities in Developing Countries
Together with IISPA, which promotes scientific understanding, transparency, accountability, and robust human oversight, the dialogue will help build capacities, especially in developing countries, to direct AI systems toward sustainable development. In line with terms of reference adopted in August 2025, the Co-Chairs held several stakeholder consultations, including an in-person consultation on the sidelines of the AI Impact Summit in New Delhi in February 2026.
Key Speakers and Future Sessions
The Global Dialogue will be addressed by Annalena Baerbock, President of the United Nations General Assembly, UN Secretary-General Antonio Guterres, Prime Minister of Luxembourg Luc Frieden, Egriselda Lopez (Permanent Representative of El Salvador to the UN and Co-Chair of the Dialogue), and Rein Tammsaar (Permanent Representative of Estonia to the UN and Co-Chair). Following the first session in Geneva, a second session will be held in New York in May 2027.
