Odisha Announces Major AI Hub with Rs 20,000 Crore Investment to Boost Economy
The Odisha government has positioned the state as India's next premier artificial intelligence destination, unveiling plans for a sovereign AI hub backed by a massive Rs 20,000 crore investment from Sarvam AI. This ambitious initiative is projected to generate 5,000 high-skilled jobs and fundamentally reshape the state's economic trajectory over the coming five years.
Strategic Vision and Economic Shift
Additional Chief Secretary for Electronics and IT, Vishal Kumar Dev, detailed Odisha's comprehensive AI roadmap during his address at the India AI Impact Summit in New Delhi. He emphasized that the proposed hub will require specialized talent to manage AI-optimized infrastructure, elevating Odisha's status in the global technology arena. The facility is expected to create 5,000 very highly skilled jobs, with impacts extending beyond state borders to strengthen the national AI ecosystem.
Dev highlighted that Sarvam AI formalized its commitment by signing a Memorandum of Understanding with the state on February 6 during the Black Swan Summit in Bhubaneswar. This partnership lays the groundwork for establishing the hub, envisioned as the cornerstone of Odisha's digital transformation. The project aims to gradually reduce the state's reliance on mining and metals, accelerating a shift toward technology-driven growth.
AI Roadmap Focused on Key Sectors
Odisha is advancing an ambitious artificial intelligence strategy centered on five priority sectors: healthcare, education, agriculture, disaster management, and governance. The state is positioning AI not as experimental pilots but as frontline tools for enhancing public service delivery, particularly for rural, tribal, and low-literacy populations. AI-driven solutions are already being deployed across various departments, including:
- AI-assisted clinical decision support and disease screening for rural health centers.
- Voice-first, Odia language AI systems for citizen services and grievance redressal.
- Precision agriculture advisories delivered through AI-powered IVR systems, supported by hyper-local climate data.
- Urban flood prevention and disaster planning models utilizing AI analytics and digital twin technology.
Scalable Implementation and Language Inclusivity
To scale these interventions effectively, Odisha has adopted a structured "through-the-funnel" model that guides use cases from departmental identification through pilot phases to statewide rollout. The state has emerged as a leading contributor to India's AI ecosystem, having uploaded over 1,600 Odia literary datasets to 'AIKosh' to support the development of local language machine learning models.
Concurrently, the government is systematically building high-quality Odia language datasets—both written and audio—to train more accurate and context-sensitive AI systems. This effort ensures that citizens can interact seamlessly with digital services in their native language. "A large section of people are more comfortable interacting through voice than text, so our approach is centred on inclusivity," Dev stated. "Our goal is to ensure AI benefits everyone—truly AI for all."
This strategic move underscores Odisha's commitment to leveraging artificial intelligence for inclusive growth, setting a benchmark for other states in India's rapidly evolving tech landscape.
