Indian High Commissioner to Australia Nagesh Singh has stated that Prime Minister Narendra Modi's upcoming visit to Melbourne will produce outcomes covering the entire spectrum of bilateral relations, from defence and security to trade, investment, clean technologies, and people-to-people connections. The visit marks PM Modi's third trip to Australia and his first to Melbourne in 12 years, with his last visit to the city occurring in November 2014 and his most recent visit to Australia in May 2023.
Comprehensive Agenda for Annual Leaders' Summit
Speaking ahead of the visit, High Commissioner Nagesh Singh highlighted that the third annual leaders' summit, for which PM Modi is traveling to Melbourne, has a very comprehensive agenda. He noted that in 2022, India and Australia signed a comprehensive strategic partnership, and this summit provides an opportunity for both Prime Ministers to take stock of the current state of their strategic partnership and to chart the path ahead. Singh described India-Australia relations as one of the fastest-growing and most consequential partnerships for India with any other country. He confirmed that several outcomes will be announced after the leaders meet, covering the entire gamut of the relationship, including defence and security, trade and investment, people-to-people connect, clean technologies, and new and critical technologies.
Converging Geopolitical Interests and Defence Cooperation
The High Commissioner emphasized that India and Australia have converging interests, particularly in promoting a free, open, inclusive, and rule-based Indo-Pacific region. The visit is expected to be a major boost to India's MAHASAGAR and Indo-Pacific vision and will further cement ties between the two QUAD partners. Singh noted that the defence relationship is strong and growing rapidly, with bilateral exercises, delegation-level talks, and staff-level talks across all three armed forces. Areas such as maritime domain awareness are also part of the cooperation, and progress is expected in defence and security cooperation during the visit.
Trade and Economic Cooperation
Singh highlighted that since the signing of the Economic Cooperation and Trade Agreement (ECTA) in 2022, bilateral trade has increased by 25%, crossing approximately 54 billion Australian dollars. However, he noted that trade remains well below potential given the size and dynamism of both economies. Negotiations are ongoing for a Comprehensive Economic Cooperation Agreement (CECA), a complex agreement that is yet to be concluded. The visit will focus on reviewing the current state of trade and investment relations, and the CECA is expected to open new vistas for a deeper economic and commercial partnership.
Critical Minerals and Supply Chain Collaboration
The High Commissioner highlighted discussions on critical minerals and rare earths, noting Australia's rich reserves and India's growing demand driven by energy transition ambitions. Discussions are taking place at both B2B and G2G levels, and the leaders will provide general direction for greater cooperation and partnership beyond a buyer-seller relationship, including value addition and processing.
Diaspora Engagement and Community Event
A major community event is planned at Marvel Arena in Melbourne, where PM Modi, along with Australian Prime Minister Anthony Albanese, will address the Indian diaspora. Victoria, and particularly Melbourne, hosts the largest proportion of the Indian diaspora in Australia, with Indian-origin people now numbering nearly one million. Between 25,000 and 30,000 people are expected to participate, with attendees coming from all over Australia. The demand for tickets was huge, but venue limitations meant not everyone could be accommodated. Singh emphasized that the event underscores the importance of the diaspora as a key pillar of the bilateral relationship.
Sports Partnership Beyond Cricket
PM Modi is also expected to visit the Melbourne Cricket Ground, a historic venue for India-Australia cricket contests. The High Commissioner highlighted that sport is another pillar of the bilateral relationship, with both nations looking to partner beyond cricket in areas such as sports medicine, sports technology, sports management, and infrastructure. Australia will host the 2032 Brisbane Olympics, while India has ambitions to bid for the 2036 Olympics and will host the 2030 Commonwealth Games. The visit aims to highlight a comprehensive sporting agenda that includes economic aspects of sports.
Unprecedented Protocol Gesture
In a rare departure from established protocols, Governor-General of Australia Sam Mostyn AC will travel to Melbourne to meet PM Modi, signifying the maturity of bilateral relations. PM Modi is scheduled to arrive in Melbourne on Wednesday.
