BMC Doubles Climate Budget to Rs 160 Crore for 2026-27, Focuses on Air Quality

The Brihanmumbai Municipal Corporation (BMC) has announced a significant increase in its budget allocation for environmental and climate change initiatives. In the budget for the fiscal year 2026-27, a provision of approximately Rs 160 crore has been earmarked for the environment and climate change department. This marks a substantial rise, more than doubling the allocation of about Rs 76 crore made in the revised estimates for the previous year, 2025-26.

Climate Budgeting as a Governance System

The BMC aims to leverage climate budgeting as a core governance system. This approach involves allocating resources specifically to climate-relevant measures and projects on an annual basis. By doing so, the BMC seeks to integrate climate priorities seamlessly into the city's planning and budgeting cycles. This strategic move is designed to ensure that environmental concerns are not just an afterthought but a fundamental part of Mumbai's urban development framework.

Initiatives to Improve Air Quality

As part of its comprehensive efforts to enhance Mumbai's air quality, the BMC has deployed several advanced technologies and machines. These include:

  • Electric Sweepers and Mechanical Power Sweepers: These are specifically designed to capture Particulate Matter, with a focus on PM2.5 and PM10, which are harmful pollutants. They are supported by litter-picker machines to ensure thorough cleaning.
  • Road Washing: Regular washing of major roads is carried out to maintain cleanliness in high-footfall areas, reducing dust and debris that contribute to air pollution.
  • Misting Machines: Each ward in Mumbai has been equipped with misting machines. These devices help in suppressing dust particles and improving air quality at a local level.

MANAS Project with IIT-Kanpur

In collaboration with the Indian Institute of Technology (IIT) Kanpur, the BMC is implementing the MANAS (Mumbai Air Network for Advanced Sciences) project. This initiative involves the installation, operation, and maintenance of a network of 75 low-cost sensors across Mumbai. The project work is currently in progress and is intended to provide hyperlocal monitoring of air pollution. By identifying specific hotspots, the BMC can target its efforts more effectively to mitigate pollution sources.

The MANAS project represents a significant step forward in using technology and data-driven approaches to tackle air quality issues. It underscores the BMC's commitment to leveraging scientific expertise for sustainable urban management.

Overall, the increased budget allocation and these proactive measures highlight the BMC's intensified focus on addressing environmental challenges and improving the quality of life for Mumbai's residents. The integration of climate priorities into budgeting cycles is expected to foster long-term resilience and sustainability in the city.
