Goa Villagers Oppose Zuari River Jetties Over Coal Transport

Xelvona Residents Rally Against Proposed Zuari River Jetty Developments

In a significant display of community resistance, residents of Xelvona in Goa have voiced strong opposition to two proposed jetty projects at Bag-Xelvona and Hodor along the Zuari river. The primary concern driving this protest is the fear that these jetties will facilitate coal transportation through their village, potentially disrupting local life and the environment.

Threat of Agitation and Gram Sabha Resolution

Villagers have issued a clear warning: they will launch an on-ground agitation if the plans are not withdrawn. This stance was solidified during a heated discussion at the Assolda gram sabha on Sunday. At this meeting, the community resolved to stage a protest at the environment department office in Panaji on February 23, underscoring their determination to halt the projects.

Details of the Contentious Projects

The three projects in question, proposed by a mining firm, include:

  • Construction of a 336 square meter cargo handling platform
  • Development of a 237 square meter storage jetty
  • Building a 267-meter gabion wall to strengthen the existing river bund at Xelvona

These developments have sparked controversy due to their potential impacts on the area.

Environmental Clearance and Legal Challenges

The Goa Coastal Zone Management Authority (GCZMA) recommended environmental clearance for these projects in April 2025. In response, the Assolda panchayat appealed before the National Green Tribunal (NGT). However, in August 2025, the NGT disposed of the plea as premature, noting that the Goa State Environment Impact Assessment Authority had not yet issued a final clearance certificate.

Key Objections Raised by Villagers

The tribunal directed GSEIAA to consider the villagers' objections, which include:

  1. The jetty's location in a no-development zone and CRZ-IB area, raising regulatory concerns
  2. Lack of disclosure regarding nearby jetties within 500 meters, suggesting incomplete environmental assessments
  3. Possible adverse impact on Nanda Lake, a sensitive ecological site
  4. Existing river traffic is already deemed excessive by residents, with new projects likely exacerbating congestion and pollution

This opposition highlights broader issues of sustainable development and community rights in coastal regions, as locals fight to protect their environment from industrial encroachment.
