Even as public outrage continues over the illegal felling of thousands of trees for a solar plant at Kauri Gudda in Belagavi, a similar and potentially catastrophic environmental crisis is now unfolding at Kopparige Gudda in Thirthahalli, Shivamogga district.

Illegal Land Leveling Violates Karnataka Revenue Rules

In a clear violation of the Karnataka Land Revenue Rules, approximately 34.4 acres of land in Yadehalli village, under the Hodala-Aralapura Gram Panchayat, are being systematically leveled for a residential or commercial layout. This activity is drastically altering the topography of a hill that historically functioned as a Shola-type forest ecosystem, which is vital for sustaining the heavy rainfall patterns characteristic of the Malnad region.

The ecosystem under threat is a rich biodiversity hotspot, serving as a habitat for numerous wildlife species including leopards, barking deer, rabbits, giant squirrels, and rare avian species such as the blue-capped rock thrush and various flycatchers. The use of heavy earth-moving machinery is causing severe damage to this delicate environment and raising significant fears of imminent landslides due to the destabilization of the hill's structure.

Legal Mandates Ignored, Authorities Remain Silent

Despite the landmark TN Godavarman versus Union of India Supreme Court case, which mandates the protection of all areas possessing forest characteristics under the Tree Preservation Act, local administrative and forest authorities have remained conspicuously silent. This inaction is occurring even as early signs indicate the hill is beginning to slide, a dangerous precursor to larger geological failures.

Shivamogga-based environmentalist Chirag has issued a stark warning about the potential consequences. "If Kopparige Gudda collapses, it could force the Kushavati River to change its natural course," he stated. "This catastrophic event could potentially bury Thirthahalli town and surrounding settlements like Halasinhalli, Bettamakki, Nadthi, and Indavara under massive volumes of water and silt."

Political and Administrative Responses

Thirthahalli MLA Araga Jnanendra has publicly criticized the local tahsildar for ignoring the large-scale destruction of the hill. He highlighted that the illegal activities include the encroachment of approximately three acres of government land. "The tahsildar has failed to act despite clear evidence of the hill beginning to slide and the blatant violation of land rules," Jnanendra asserted.

In response, Tahsildar Ranjit offered a contrasting account, claiming that only a few guntas (small land parcels) of the affected area belong to the government, with the majority being privately owned land. This claim, however, does not address the broader environmental and legal violations reported.

Assistant Conservator of Forests (ACF) for Thirthahalli, Madhusudan, was unavailable for comment on the matter. Meanwhile, Senior Geologist P Kumar Naik from the Department of Mines and Geology indicated that his office is awaiting official reports from the Assistant Director of Land Records (ADLR) before proceeding with any formal assessment or action.

The situation at Kopparige Gudda represents a critical test for environmental governance in Karnataka, echoing the unresolved issues from the Kauri Gudda solar plant controversy and highlighting systemic failures in protecting vital forest ecosystems from illegal development.
