The Uttar Pradesh government has announced a major crackdown on vehicular pollution in National Capital Region (NCR) districts, with new rules set to take effect from October 1. Under the new directive, vehicles without a valid Pollution Under Control Certificate (PUCC) will be denied fuel at petrol pumps across all NCR districts in the state. This move is part of a broader strategy to achieve a 35 percent reduction in pollution levels by the end of the year.

Strict Enforcement from October 1

Starting October 1, fuel stations in NCR districts including Ghaziabad, Noida, Greater Noida, and others will be required to check PUCC documents before dispensing fuel. Vehicle owners without a valid certificate will be turned away until they obtain one. The government has warned that petrol pumps violating the order will face penalties, including possible suspension of licenses.

Targeting a 35% Pollution Cut

The initiative is part of the state's comprehensive action plan to combat air pollution, which spikes during the winter months. Officials have set a target of reducing pollution by 35 percent this year compared to previous levels. The focus on vehicles is due to their significant contribution to particulate matter and nitrogen oxide emissions in urban areas.

In addition to the PUCC rule, the government is also considering other measures such as promoting electric vehicles, improving public transport, and controlling dust from construction sites. The transport department has been directed to intensify checking of commercial vehicles and ensure that all government vehicles comply with emission norms.

Penalties and Compliance

Vehicle owners found driving without a valid PUCC after the deadline will be subject to fines under the Motor Vehicles Act. The government has also launched a campaign to raise awareness about the importance of regular emission checks. Temporary PUCC checking camps will be set up at key locations to help vehicle owners get their certificates easily.

Environmentalists have welcomed the move, calling it a necessary step to improve air quality in the region. However, they emphasize that sustained enforcement and complementary measures are essential to achieve long-term results. The UP government has assured that it will monitor the implementation closely and take corrective actions as needed.
