Mangaluru: The National Environment Care Federation (NECF) has written to the Dakshina Kannada deputy commissioner demanding urgent intervention regarding a coffer bund constructed across the Phalguni river. The bund was built as part of an overbridge project between Tannirbhavi and Sulthan Battery, and the NECF claims it violates environmental laws.
Site inspection reveals violations
Following a site inspection, NECF environmentalists described the structure as a gross violation of environmental regulations. In its letter, the organization alleged that Mangaluru Smart City Ltd (MSCL) had built a mud dam that blocks the river. With the southwest monsoon expected within weeks, the NECF warned that the obstruction could prevent the discharge of upstream rainwater, leading to severe backwater flooding in low-lying areas.
Risks to aquatic life and public health
The NECF also highlighted risks to aquatic life due to water stagnation caused by the bund. The structure traps industrial effluents and sewage from the Kuloor, Baikampady, and Malavoor areas. This toxic buildup threatens fishing communities and residents by increasing the risk of waterborne diseases and groundwater contamination. According to the organization, reduced tidal flow has lowered dissolved oxygen levels, resulting in documented fish kills and violations of the Water (Prevention and Control of Pollution) Act, 1974. Additionally, it alleged violations of national waterway norms.
Demands for action
The NECF urged the administration to open the bund before the first week of June. It also called for a joint inspection involving the Karnataka State Pollution Control Board (KSPCB), revenue, and minor irrigation departments. The organization demanded the removal of dumped mud and debris to restore the river’s depth and carrying capacity. Furthermore, it requested an action-taken report within 10 days.
Separate complaints filed
Separately, the NECF has sought an urgent site inspection for Coastal Regulation Zone (CRZ) compliance from the regional director (environment). It has also lodged a complaint with the KSPCB against MSCL.
