Kochi: Chief Minister and Finance Minister V. D. Satheesan commenced the presentation of the Kerala Budget in the assembly on Friday, outlining the economic priorities of the UDF government amid mounting fiscal challenges and expectations of welfare-centric announcements.

First Full Budget of UDF Government

The budget is being closely monitored as it represents the first complete financial statement of the newly formed UDF administration. It is anticipated to reveal how the government intends to balance its ambitious welfare agenda with the state's strained financial resources.

Among the major announcements expected are measures related to the UDF's flagship Indira Guarantees, the future trajectory of the Kerala Infrastructure Investment Fund Board (KIIFB), and a promised "surprise" for government employees.

Concerns Over Revenue Deficit Grant

Ahead of the budget, former Finance Minister K. N. Balagopal raised concerns regarding the central government's decision not to provide a Revenue Deficit Grant (RDG) to Kerala, following the recommendations of the 16th Finance Commission. Balagopal stated that Kerala had anticipated a substantial RDG allocation and had incorporated it into its financial planning. According to him, the state had estimated receiving Rs 14,138 crore as the first instalment during the current financial year.
