Kannauj, famously known as India's "Perfume Capital" and renowned for its traditional attar industry, has undergone a remarkable economic transformation since 2016. The district's growth has been propelled by enhanced infrastructure, the expansion of Micro, Small, and Medium Enterprises (MSMEs), the implementation of the One District One Product (ODOP) program, rising exports of fragrances and essential oils, and deeper integration with national and international markets. Indeed, the efforts of the Yogi government since 2017 have yielded results, strengthening Kannauj's economy and establishing it as one of Uttar Pradesh's most distinctive export-oriented districts.
1. Growth in District GDP
Recent economic data indicate that Kannauj's economy has expanded considerably over the past decade. In 2023-24, the Gross District Domestic Product (at current prices) reached Rs 15,408.58 crore, while the Net District Domestic Product (at current prices) stood at Rs 13,386.65 crore. The district's GDP today is substantially larger than in 2016-17, reflecting growth in agriculture, manufacturing, trade, services, and particularly the perfume and fragrance sector. The expansion of MSMEs and ODOP-linked enterprises has played a major role in this growth.
2. Rise in Per Capita Income
Per capita income is a clear indicator of improving living standards. In 2016-17, it was estimated below Rs 45,000, but by 2023-24, it rose to Rs 68,730. This increase reflects higher economic activity, better market access, greater industrial output, and rising incomes from agriculture and fragrance-related businesses. Although Kannauj remains below highly industrialized districts like Gautam Buddha Nagar, it has steadily improved its economic position within central Uttar Pradesh.
3. Export-Led Transformation
Attar and Essential Oil Exports
The biggest driver of Kannauj's economic transformation has been its fragrance industry. The district houses over 200 traditional perfume distilleries and is internationally recognized for natural attars, essential oils, rose water, and fragrance compounds. These products are exported to Gulf countries, Europe, Southeast Asia, and North America. Studies on the ODOP program estimate that Kannauj's fragrance industry generates hundreds of crores of rupees annually, with a significant share from exports. Research on the district's ODOP implementation found improvements in employment, exports, entrepreneurship, and skill development between 2018 and 2021.
Impact of ODOP
The inclusion of perfume (attar) as Kannauj's ODOP product brought several benefits: branding and marketing support, easier access to finance, skill development and training, participation in international trade fairs, export promotion assistance, and technology support through the Fragrance and Flavour Development Centre (FFDC). These interventions strengthened the district's export competitiveness.
4. Infrastructure and Industrial Ecosystem
Since 2017, Kannauj has benefited from broader economic initiatives in Uttar Pradesh, including improved road connectivity via the Agra-Lucknow Expressway region, expansion of MSME support programs, ODOP promotion, digital governance and ease of doing business reforms, and support for aromatic crop cultivation and value addition. The Fragrance and Flavour Development Centre has further strengthened research, training, and technology adoption in the perfume sector.
5. Employment Generation
The perfume and essential oil industry directly and indirectly supports distillation units, packaging industries, aromatic crop cultivation, transport and logistics, export trading, and retail and tourism. ODOP-led interventions have increased employment opportunities, particularly for artisans, small entrepreneurs, and rural households connected to the fragrance value chain.
