Kochi witnessed a significant strategic development as Industries Minister P Rajeeve unveiled Kerala's ambitious objective to position itself as a premier manufacturing center for medical devices, diagnostics, and life sciences across South Asia. The announcement came during the inauguration of a high-level strategic investment facilitation dialogue specifically focused on the in vitro diagnostics (IVD) and MedTech sectors.
Strategic Dialogue Brings Global Players to Kochi
The closed-door dialogue, convened by the state's industries department in partnership with Agappe Diagnostics Ltd at Nedumbassery in Kochi, assembled an impressive array of stakeholders. Senior government officials engaged with representatives from global MedTech and diagnostics companies hailing from Japan, the United States, China, and various international markets. The gathering also included investment advisory firms, Indian manufacturers, healthcare service providers, research institutions, and policy stakeholders, creating a comprehensive platform for strategic discussions.
Medical Devices at the Core of Kerala's Development Philosophy
Minister Rajeeve emphasized that the medical devices and life sciences sector occupies a central position within Kerala's broader development philosophy. "Kerala's growth has always been rooted in strong social foundations such as public health, education, and human development," he stated. "We have consciously carried this legacy forward into advanced manufacturing, biotechnology, and medical devices."
The minister further clarified that biotechnology and MedTech should not be viewed as niche laboratory activities but rather as strategic pillars supporting Kerala's future economic landscape. He highlighted how medical devices uniquely integrate multiple advanced fields including biomaterials, sophisticated manufacturing processes, electronics, data science, clean energy solutions, and climate responsibility considerations, making them essential components of any forward-looking industrial policy.
Three Foundations of Kerala's Competitive Advantage
Outlining the state's long-term investment vision, Rajeeve identified three fundamental foundations underpinning Kerala's competitiveness:

Rajeeve pointed to Kerala's Industrial Policy 2023, which explicitly identifies biotechnology, life sciences, and medical devices as sunrise sectors deserving special focus and support. He extended a formal invitation to global companies, urging them to view Kerala not merely as a manufacturing base but as a long-term innovation partner.
"The state is keen to anchor global original equipment manufacturers (OEMs), strengthen MSME supplier ecosystems, and support startups in regulatory navigation and global market access," he explained. "We offer talent with trust, innovation with regulation, and growth with sustainability."
ESG Leadership and Future-Ready Manufacturing
Kerala holds the distinction of being India's first state to implement a dedicated Environmental, Social, and Governance (ESG) policy. According to Rajeeve, this policy ensures that sustainability strengthens competitiveness rather than increasing compliance burdens for businesses.
"This strategic approach makes Kerala-manufactured devices future-ready for regulated global markets, particularly in Europe and North America," he noted, highlighting the state's alignment with international standards and expectations.
Catalytic Platform for MedTech Roadmap
Agappe Diagnostics Managing Director Thomas John described the dialogue as a catalytic platform designed to support Kerala's long-term MedTech roadmap. He expressed optimism about collaboration potential, specifically mentioning strong opportunities for India-Japan partnerships in precision diagnostics, automation, imaging technologies, and digital health solutions, with Kerala serving as a trusted operational base for such ventures.
