Maharashtra Software Exports Reach Rs1.74 Lakh Crore in 2025-26, Pune Emerges as Key Hub

According to the Economic Survey of Maharashtra for 2025-26, software exports from the state from March 2025 to January 2026 stood at an impressive Rs1.74 lakh crore. This substantial figure underscores Maharashtra's pivotal role in India's technology export landscape, contributing approximately 20% of the nation's total software exports made by registered units through the Software Technology Parks of India (STPI). With this performance, Maharashtra ranks as the second-largest software exporting state in India, trailing only behind Karnataka.

Pune Dominates with Majority Share in State's Software Exports

The city of Pune contributes a majority share of Maharashtra's software exports, solidifying its position as a premier IT hub. The survey reveals that exports for the previous financial year 2024-25 were even higher at Rs2.12 lakh crore, indicating robust growth and resilience in the sector. This dominance is supported by extensive infrastructure and investment across the state.

Extensive IT Park Infrastructure Drives Employment and Investment

Maharashtra boasts 37 government-promoted IT parks with a cumulative investment of about Rs18,595 crore, generating employment for 2.7 lakh individuals up to December 2025. Additionally, the state has approved around 669 private IT parks, strategically located across multiple districts:

  • Pune: 232 parks
  • Thane: 213 parks
  • Mumbai city and Mumbai suburban: 207 parks
  • Nagpur: 5 parks
  • Nashik: 6 parks
  • Chhatrapati Sambhajinagar: 4 parks
  • Wardha: 1 park
  • Raigad: 1 park

The total employment generation from the IT sector in Maharashtra is approximately 7.46 lakh employees, highlighting its significant contribution to the state's economy and job market.

State's IT & ITeS Policy Aims for Massive Investment and Job Creation

In 2023, the Maharashtra government introduced a new IT & ITeS policy with ambitious goals to attract new investments of Rs95,000 crore and create 35 lakh job opportunities. The policy also targets achieving exports of Rs10,000 crore through the sector, focusing on several high-growth areas:

  • Animation, visual effects, gaming, and comics (AVGC)
  • Emerging technologies
  • Data centres
  • Startups
  • Infrastructure for integrated IT townships

To incentivize growth, the policy provides various benefits including additional floor space index (FSI), stamp duty exemption, power rationalization benefits, certification assistance, and market development assistance. It also supports research and development activities in IT, offering aid for market development certification and patents to encourage innovation.

Global Capability Centres Policy Aligns with Rising Foreign Investments

In 2025, the state further bolstered its IT ecosystem by issuing a policy for global capability centres (GCCs) or captive technology units of multinational companies. This move is in tune with the rising foreign investments in Maharashtra and aligns seamlessly with the broader IT & ITeS policy, aiming to enhance the state's appeal as a global technology destination.

The comprehensive data from the Economic Survey underscores Maharashtra's strategic efforts to leverage its IT infrastructure, policy frameworks, and geographic advantages to maintain and expand its leadership in software exports, with Pune at the forefront of this technological revolution.
