Homebuyers in Gujarat may soon find it easier to assess the credibility of real estate developers before investing, as the Gujarat Real Estate Regulatory Authority (GujRERA) plans to publicly display builders' past project records and pending complaints on its website.

In a move aimed at increasing transparency and accountability in the real estate sector, GujRERA has decided to link the track record of real estate firm promoters and their partners to every new project registration. The regulator may also deny approvals for fresh projects in cases involving serious unresolved complaints.

Under the new system, details of a builder's earlier projects will be displayed in the "promoter profile" section of any newly registered project. Homebuyers will also be able to view pending complaints from previous projects, including those linked to individual partners involved in a new development venture.

Officials said the information, currently being tracked internally, will soon be made publicly accessible on the GujRERA portal. The authority plans to compile and verify project histories using PAN details of builders and promoter-partner entities. For consumers, the change is expected to provide a clearer picture of a developer's performance and complaint history before making one of the biggest financial commitments of their lives.

"This will enable homebuyers to know their builder better. Accountability and transparency are must, and we want to convey this message to builders who take customers' complaints lightly," a senior official said.

The move seeks to address a common industry practice where developers launch projects through newly formed limited liability partnerships (LLPs) or partnership firms, often without prominently disclosing their involvement in previous projects. According to sources, changes in partnership structures have sometimes made it difficult for buyers to trace a promoter's past record.

Under the new framework, even if only one partner in a new project has been associated with an earlier project facing complaints, that information could be reflected in the registration details.

GujRERA is also expected to display cases initiated by the authority itself, along with any dues linked to promoters. Sources said builders with serious unresolved complaints or a history of repeated violations may face difficulties in obtaining registrations, alterations or extensions for new projects.

Officials, however, clarified that minor disputes or isolated complaints would not automatically lead to strict action such as denial of registration, with the regulator expected to distinguish between major and minor violations.
