India launches anti-dumping investigation on hot rolled steel imports
The Indian government has initiated an anti-dumping probe against imports of hot rolled steel products from China, Japan, and Russia. The investigation was launched following a complaint filed by domestic steel producers JSW Steel Ltd, JSW Vijaynagar Metallics Ltd, and Jindal Steel Odisha Ltd.
Probe details and scope
The Directorate General of Trade Remedies (DGTR), under the Ministry of Commerce and Industry, will investigate whether these imports are being sold at prices lower than their normal value in the domestic market, causing injury to the Indian steel industry. The probe covers hot rolled flat products of iron or non-alloy steel, with or without patterns in coils.
Industry concerns and impact
According to the applicants, the surge in imports from these countries has depressed domestic prices and affected the profitability of Indian steelmakers. JSW Steel and Jindal Steel have argued that the dumped imports are threatening the viability of the domestic industry. The DGTR will assess the extent of dumping and injury margin before recommending anti-dumping duties.
Previous actions and context
India has previously imposed anti-dumping duties on various steel products from multiple countries to protect domestic manufacturers. The current probe is part of ongoing efforts to safeguard the Indian steel sector from unfair trade practices. The investigation is expected to be completed within 12 months.
