The CBF specifically cited a "negative history" with Ramos, referencing a 2018 World Cup group-stage match against Switzerland where Brazil felt they were denied a clear penalty and a foul in the build-up to the Swiss equalizer.

The formal letter contends that Ramos should not have been appointed for Brazil's matches given this previous friction. The federation also pointed to an apparent double standard, comparing the incident to a goal scored by Lionel Messi for Argentina against Austria earlier in the tournament, where similar physical challenges were allowed to stand.

Brazil's Stance: Goal Disallowed Against Scotland Was Unexpected

In its submission to FIFA, the CBF stated that the overturned goal surprised everyone on the pitch. "The decision against Scotland seemed unexpected not only for the Brazilian team, but also for the Scottish players, whose immediate reactions suggested that they did not expect a review or the subsequent annulment of the goal," the federation said, as per goal.com.
