Delhi Government Launches Ambitious Startup Incubation Policy with Rs 325 Crore Investment

An open dialogue is being organized on the Delhi Startup Policy, 2025, aimed at establishing a framework for seed grant disbursement and creating a roadmap to position Delhi as the student innovation capital of India.
Delhi Startup Yuva Festival 2026 Showcases Top Student Ventures
The Delhi Startup Yuva Festival, 2026, organized by the government's Department of Training and Technical Education, brought together the top 100 selected student startups at Indira Gandhi Delhi Technical University for Women in Kashmere Gate. This event provided participants with a platform to present their ideas, share experiences, and engage directly with policymakers. During the session, startups showcased a variety of innovative projects, highlighting the creativity and technical prowess of young entrepreneurs.
Education Minister Emphasizes Support for Student-Led Innovation
Addressing the gathering, Delhi Education Minister Ashish Sood expressed appreciation for the innovations, creativity, and technical excellence demonstrated by the young entrepreneurs. He stated, "Delhi government's vision goes beyond awarding degrees, focusing instead on creating meaningful opportunities and platforms that enable students to transform ideas into real-world ventures." As an example, he cited a student-developed drone that was modified for fogging operations, with potential future applications in surveillance and security for Resident Welfare Associations (RWAs).
Sood emphasized that promoting a strong startup culture is crucial and that Delhi's youth possess immense potential. With the right guidance and resources, he believes they can achieve global recognition.
Comprehensive Startup Incubation Policy Announced
In a significant announcement, Sood revealed that the government will introduce a comprehensive Startup Incubation Policy. Under this policy, Rs 325 crore will be allocated over five years to provide end-to-end support to 5,000 startups, guiding them from campuses to markets. The objective is not to stop at the idea stage but to offer structured institutional support through to the market stage.
Key highlights from the festival include:
- Nearly 1,000 startups participated in the event.
- 700 startups made presentations, with 100 being shortlisted for further support.
- The government provided assistance of Rs 20,000 per team to 5,000 teams.
- Approximately Rs 10 crore was allocated this year to support these initiatives.
