The parade ground and helipad of the national-level NCC training centre being established in Kallara, Thiruvananthapuram, are set to be inaugurated next month. This state-of-the-art facility, which can train up to 1,000 cadets at a time, will also function as a district-level disaster response base, enhancing emergency preparedness in the region.
Facility Overview and Capacity
The training centre is designed to accommodate between 650 and 1,000 NCC cadets simultaneously during regular training sessions. In times of disaster, it can host 500 to 750 personnel, supporting district administrations in managing crisis situations effectively. This dual-purpose design underscores its strategic importance for both youth development and public safety.
Second Phase Development
Currently, the second phase of construction is underway, sanctioned by the state government under the higher education department in the Vamanapuram constituency. A total allocation of Rs 4 crore has been made for this phase, which includes the construction of essential infrastructure such as a dining hall with a capacity for 650 individuals, multiple classrooms, a conference hall, a fully equipped kitchen, storage facilities, and a medical room. These additions are crucial for ensuring the centre's operational readiness and comfort for trainees.
Third Phase Planning and Funding
Meanwhile, the public works department has prepared a detailed project report for the third phase, estimated to cost Rs 24 crore. This phase is proposed to be funded through Nabard (National Bank for Agriculture and Rural Development), indicating a significant investment in expanding the centre's capabilities. The phased approach allows for systematic development and resource allocation.
Land and Construction Details
The training centre is being developed on 8.5 acres of land provided free of cost by the revenue department, highlighting the government's commitment to this initiative. Construction is being executed by the PWD buildings division, ensuring adherence to quality standards and timely completion. Once operational, the centre will be operated by the NCC, with administrative control remaining with the state government, ensuring a collaborative management structure.
Future Operations and Impact
Full-time training activities are scheduled to begin once the centre becomes fully operational, marking a significant boost to NCC training in the region. This facility not only aims to enhance the skills and discipline of cadets but also strengthens disaster response mechanisms, making it a vital asset for Thiruvananthapuram and surrounding areas. The inauguration next month is a key milestone in this journey towards improved training and emergency management.
