Andhra Pradesh Government Sets Timeline for Teacher Recruitment and University Development

In a significant announcement at the state assembly on Thursday, Human Resource Development Minister Nara Lokesh revealed that the Andhra Pradesh government will shortly release the official schedule for recruiting school teachers as part of its comprehensive job calendar. The minister emphasized the administration's unwavering commitment to maintaining an optimal student-teacher ratio across all government schools to ensure the highest quality academic infrastructure for children.

Substantial Funding for Kurnool Cluster University

Lokesh provided detailed updates on the development of the Kurnool cluster university, confirming that the government is taking concrete steps to complete the institution in the upcoming academic year. Of the Rs 139 crore sanctioned for the university project, Rs 55 crore has already been expended under the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) scheme. An additional Rs 74.5 crore is now required to finalize pending construction and development works, with necessary measures being initiated to ensure timely completion.

The minister elaborated on the government's strategic vision of promoting regional development through a cluster-based approach that ensures both vertical and horizontal integration while creating a robust ecosystem for sustainable growth. "Following the formation of the coalition government, the Kurnool parliamentary constituency has witnessed substantial industrial investments. In this context, we are strengthening the cluster university with specialized focus areas to meet emerging industry demands," Lokesh explained to the assembly members.

Salary Enhancement for Educational Staff

Addressing compensation concerns, the HRD minister confirmed that the state government will formally raise the issue of salary enhancement for teachers, DTP operators, and other staff working under the Samagra Shiksha project during the upcoming Project Approval Board (PAB) meeting with the central government. Lokesh highlighted that current salaries paid to teachers and DTP operators under Samagra Shiksha in Andhra Pradesh already exceed those in southern states including Telangana, Kerala, Tamil Nadu, and Karnataka.

The minister provided historical context regarding payment systems, noting that while salaries were previously disbursed once every three months, the current NDA government has successfully streamlined the process to ensure regular monthly payments on the first of each month. Lokesh clarified the funding structure of Samagra Shiksha, explaining that as a centrally sponsored scheme, 60 percent of funding originates from the central government while the state government contributes the remaining 40 percent. Consequently, any decision regarding salary revision requires formal approval from the central authorities.

Comprehensive Support for Seasonal Hostels and Regional Development

In further assurances to the assembly, Minister Lokesh committed that the government would sanction 100 percent of required seasonal hostels in the district. He referenced personal observations made during his Yuvagalam padayatra, where he visited Alur, Adoni, and Mantralayam and witnessed significant regional backwardness alongside noticeable developmental disparities between Nandyal and Kurnool parliamentary constituencies.

"The government has approved additional incentives for industries establishing operations in the Kurnool parliamentary constituency during the recent State Investment Promotion Board (SIPB) meeting. We are working with the clear objective of attracting large-scale investments to the region and generating substantial employment opportunities," Lokesh affirmed.

Historical Context and Political Background

Earlier during the assembly session, Panyam MLA Gauru Charitha Reddy provided historical context regarding the establishment of the cluster university. She noted that Chief Minister N Chandrababu Naidu had strategically brought together Silver Jubilee College, KVR Women's Degree College, and Government Degree College under a unified umbrella to create the cluster university following the state's bifurcation.
