In a significant move to bolster transparency and quality in education, the Samagra Shiksha programme in Delhi has announced a detailed social audit for the financial year 2025-26. This initiative aims to rigorously evaluate the functioning of government schools across the city, ensuring that educational schemes are effectively implemented and meet the needs of students.

Scope and Implementation of the Audit

The social audit will encompass approximately 60% of government schools in Delhi, specifically targeting 1,536 out of 2,560 institutions. These include schools managed by the Directorate of Education, Municipal Corporation of Delhi, New Delhi Municipal Council, and Delhi Cantonment Board. To conduct this audit, the programme will engage universities, colleges, and technical institutes that hold a National Assessment and Accreditation Council rating of B+ or above, ensuring a high standard of evaluation.

Officials associated with Samagra Shiksha explained that the exercise is designed to independently assess the ground-level implementation of the scheme. It seeks to identify gaps that may not be apparent through routine administrative monitoring. "The social audit will help evaluate the actual implementation of Samagra Shiksha in schools and bring out field-level challenges. It is meant to strengthen transparency, accountability, and community participation in the education system," stated an official.

Key Focus Areas of the Audit

The audit will review multiple aspects of school operations, with a comprehensive checklist that includes:

  • Infrastructure: Assessment of classrooms, toilets, drinking water facilities, and electricity availability.
  • Teaching-Learning Materials: Verification of the availability and utilisation of educational resources.
  • Financial Utilisation: Examination of how funds allocated under the scheme are being spent.
  • Student Metrics: Review of enrolment, retention, and completion rates to ensure educational access.
  • Legal Compliance: Checking whether entitlements guaranteed under the Right to Education Act are provided in a timely manner.

Additionally, the audit will place a strong emphasis on student safety, covering physical infrastructure safety, psychosocial wellbeing, and cyber safety. It will enforce a "zero tolerance" policy towards negligence, particularly concerning girls and vulnerable groups, to create a secure learning environment.

Community Participation and Governance Enhancement

A core objective of this social audit is to strengthen the role of school management committees and local communities in overseeing school functioning. The process will involve direct interactions with teachers, parents, students, and local representatives to gather firsthand experiences and verify the effectiveness of facilities and schemes. "Participatory monitoring can help improve school development plans and ensure more responsive governance," noted an official, highlighting the importance of community involvement in driving educational improvements.

Background and Financial Allocation

Samagra Shiksha, launched in 2018, is the central government's integrated school education scheme spanning from pre-primary to Class XII. It focuses on enhancing infrastructure, learning outcomes, and equity in education access. A social audit, as defined by officials, is a participatory process where communities collectively monitor and evaluate government programmes, going beyond financial checks to assess equity, access, and safety issues.

For the 2025-26 audit, a budget of Rs 373.7 lakh has been earmarked, which constitutes approximately 0.5% of the state budget approved for Samagra Shiksha during that period. This allocation underscores the programme's commitment to thorough evaluation and continuous improvement in Delhi's education sector.
