Uttar Pradesh Government Launches Digital Libraries Across Pilibhit's 720 Village Panchayats
In a significant move to bridge education gaps and ensure equitable access to quality educational content, the Uttar Pradesh government has launched an ambitious initiative to set up digital libraries for students in all 720 village panchayats across Pilibhit district. Officials announced this development on Monday, highlighting the program's focus on supporting diverse learning needs and fostering a more inclusive educational environment.
Digital Infrastructure and Educational Resources
District Panchayat Raj Officer (DPRO) Rohit Bharti detailed the specifics of the initiative. Each digital library will be equipped with two computers and e-books covering the NCERT syllabus for classes 6 to 12, along with supplementary books on various subjects. These libraries will be established within the existing premises of panchayat bhawans in each village panchayat, utilizing current infrastructure to maximize accessibility.
Phased Implementation and Timeline
The program is being rolled out in phases to ensure systematic execution. In the first phase, 113 village panchayats across five of the seven development blocks in Pilibhit have been selected. The target for completing these libraries is set for March 31. Bharti further explained that during the forthcoming financial year, an additional 100 panchayats will be brought under the program's ambit, gradually expanding coverage to all 720 locations.
Environmental and Economic Benefits
This initiative is designed to reduce reliance on paper, promote eco-friendly habits, and provide a cost-effective method for keeping educational content up to date. By transitioning to digital resources, the program aims to minimize environmental impact while ensuring that students have access to the latest learning materials without the need for frequent physical updates.
Financial Allocation and Infrastructure Details
The state administration has estimated an outlay of Rs 4 lakh per library, with requisite funds already allocated for the initial 113 libraries. This budget covers the cost of essential equipment, including computers, furniture, chairs, almirahs, and wardrobes, ensuring that each facility is fully functional and well-equipped to serve students.
Operational Guidelines and Compliance
To ensure the success of this initiative, DPRO Rohit Bharti issued a letter on Monday to village heads, assistant development officers, and panchayat secretaries, directing strict compliance with related directions. Officials have been instructed to provide all essential amenities at the libraries, including clean drinking water, toilets, adequate lighting, and proper sanitation facilities.
Supervision and Maintenance
Assistant development officers have been tasked with supervising the operation and maintenance of the libraries. They are required to ensure the daily presence of panchayat assistants, secretaries, and village heads at the panchayat bhawans, guaranteeing that the digital libraries remain accessible and functional for students throughout the district.
