Maharashtra Government to Investigate Alleged Misuse of Minority Status by Schools Under RTE Act

Nagpur: In a significant development, Minister of State for School Education Pankaj Bhoyar declared on Thursday that a comprehensive inquiry will be launched into allegations that certain schools in Maharashtra are exploiting minority status to secure exemptions under the Right to Education (RTE) Act and access related benefits. This move aims to address growing concerns over the integrity of educational policies in the state.

Concerns Over Minority Status Granting and RTE Exemptions

Responding to reports indicating that nearly 8,000 schools across Maharashtra have been granted minority status, Bhoyar highlighted that serious concerns have been raised. He noted that, aside from a small percentage, many institutions may have sought this status primarily to claim exemptions from the RTE Act's requirements, such as the mandate to reserve 25% of seats for students from economically weaker sections under the free category.

Bhoyar specifically referred to claims that permissions were granted to 75 schools in a single day, emphasizing that any irregularities uncovered during the scrutiny process will result in strict action. "The chairman of the minority commission has also taken note of the issue. A thorough inquiry will be conducted. If any institution is found misusing minority status for undue benefit, action will be taken, irrespective of its size," he stated firmly.

Addressing Complaints and Ensuring Fairness

The minister also addressed complaints from some schools alleging that certain parents have forged documents to secure free seats under the RTE Act. "If such complaints are substantiated, appropriate action will follow. The objective of RTE is to provide quality education to poor and genuinely eligible students," Bhoyar affirmed, underscoring the government's commitment to transparency and fairness in education policy implementation.

Recent Changes in RTE Norms and Government Priorities

Discussing recent modifications to RTE norms, including the introduction of a 1-kilometer eligibility criterion, Bhoyar explained that these changes were implemented after complaints emerged about loopholes in the earlier system. These loopholes allegedly allowed ineligible students to gain admissions intended for disadvantaged sections. "Necessary changes were made to ensure benefits reach eligible and needy students, particularly those residing in the local area," he clarified.

Bhoyar added that the government's top priority is to ensure transparency and fairness in the execution of education policies. "If any institution obtained minority status improperly or is using it beyond its intended scope, strict action will be taken," he warned, reinforcing the administration's zero-tolerance stance towards misuse.

Scope of the Proposed Inquiry

The proposed inquiry will meticulously examine both the process of granting minority status to schools and their compliance with RTE provisions. This dual focus is designed to prevent any dilution of the scheme's original intent, which is to provide equitable educational opportunities for all children, especially those from underprivileged backgrounds.

By taking these steps, the Maharashtra government aims to uphold the principles of the RTE Act and ensure that educational benefits are distributed justly, without exploitation or fraud.
