Panjab University Reverses Course, Hosts Star Night Amid Security Flaws
In a dramatic reversal, Panjab University (PU) in Chandigarh proceeded with an ABVP-organized Satinder Sartaaj star night on Wednesday, just one day after announcing its cancellation due to a firing incident. The event drew a massive crowd exceeding 5,000 people, highlighting significant deficiencies in planning, coordination, and security protocols.
From Cancellation to Confusion: A Rapid Turn of Events
On Tuesday, PU Vice-Chancellor Prof Renu Vig declared the event cancelled and placed all 'Jhankaar' fest programs on hold until a more robust security plan could be implemented. This decision came hours after gunshots were fired near the botany department parking area, adjacent to the student centre, causing panic during peak festival attendance.
However, a closed-door meeting on Wednesday between key university officials and ABVP event organizers led to a sudden reversal. Preparations resumed swiftly at the UBS grounds, catching many by surprise and setting the stage for logistical chaos.
On-Ground Chaos and Security Lapses
The abrupt decision manifested in severe on-ground disarray. Cricket ground gates opened late, resulting in large crowds accumulating outside the venue. Gate No. 1 was shut around 5:30 PM, with remaining entry points closed later following the vice-chancellor's directions at approximately 7:30 PM, according to a senior PU security official.
This staggered and unannounced closure left numerous residents and visitors stranded outside, with many complaining about inability to enter the campus amid escalating traffic congestion.
Traffic regulation within the campus, managed solely by PU security, led to prolonged snarls around the student centre and nearby academic blocks. Multiple access points operated without uniform checks, allowing largely unregulated movement as thousands streamed in for the concert.
The area near the venue, already deemed sensitive after the previous day's shooting, experienced heavy crowding with no visible crowd control measures in place, exacerbating safety concerns.
Police Flag Critical Delays and Inadequate Planning
A senior police official revealed that the university approached law enforcement too late for proper deployment. Input from PU's security team reached police only on Wednesday, yet carried the previous day's date. The communication mentioned multiple VIPs and VVIPs but failed to specify attendees.
A questionnaire seeking preparedness inputs was received around 3 PM, prompting the official to question, "How can arrangements be made at such short notice?" The official added that PU indicated reliance on bouncers and approximately 100 in-house security personnel, deemed grossly inadequate for an event of this magnitude.
Notable Absences and Venue Concerns
Haryana Chief Minister Nayab Singh Saini, listed as the chief guest in posters shared by ABVP officials, did not attend the event, adding to the organizational confusion.
Furthermore, the use of the university cricket ground for a star night is unprecedented, as the venue was previously kept off-limits due to concerns about damage to the pitch and sprinkler system. University officials stated that an assessment of any damage caused during the event is still pending.
Performance Proceeds Amidst Strain
Despite the palpable security and logistical strains, Satinder Sartaaj performed as scheduled in the evening. The event continued under visibly strained basic arrangements, raising serious questions about decision-making processes and preparedness for large-scale gatherings on campus.
