Punjab Education Department Mandates Health Insurance Registration for All Staff

The Punjab education department has issued a sweeping directive requiring all teaching and non-teaching staff in government and aided schools to immediately register under the Mukh Mantri's Sehat Beema Yojna. The order, which applies to block nodal officers (BNOs), block primary education officers (BPEOs), and school heads, mandates that staff provide their Aadhaar and voter ID cards during the registration process.

School Heads Held Accountable for Implementation

School heads have been made fully responsible for ensuring compliance with the directive and must submit detailed reports to the district education officer (Secondary). The department emphasized that this registration is not optional but a compulsory requirement for all employees.

Teachers' Unions Voice Strong Opposition

The mandatory nature of the order has triggered significant backlash from teachers' unions across the state. Rupinder Pal Gill, district general secretary of the Democratic Teachers Front (DTF), criticized the lack of personal choice in the matter. "The recent order has been directed to all government and aided school staff, but they should be given a choice between choosing the health policy or not," Gill stated.

He pointed out that many employees already pay premiums for private health insurance and argued that even if the government policy is free of cost, registration should remain optional rather than imposed as a direct order.

Practical Hurdles Complicate Registration Process

Staff attempting to comply with the notification have encountered practical difficulties. One government school teacher reported that when visiting a designated registration camp listed in the notification, they were informed that all family members must be physically present with their identification documents to complete the process.

This requirement has added to the logistical challenges, making it inconvenient for many employees to register within the stipulated timeframe.

Formal Request for Optional Registration

The teachers' union has formally requested that authorities provide an open choice to staff, allowing only those who want or need the coverage to register. They argue that forcing all employees to enroll disregards individual circumstances and existing insurance arrangements.

Despite the growing dissatisfaction and questions about registration logistics, Dimple Madaan, Ludhiana district education officer (DEO), was not available for comment on the matter.

The controversy highlights ongoing tensions between government mandates and employee autonomy in Punjab's education sector. While the Sehat Beema Yojna aims to provide health coverage, the compulsory approach has raised concerns about:
