Uttar Pradesh Government Announces Substantial Honorarium Increase for Para Teachers

In a significant development for education sector workers in Uttar Pradesh, Chief Minister Yogi Adityanath announced a major revision in the monthly honorarium for shiksha mitras and anudeshaks during a session in the state assembly on Friday. The announcement marks a substantial financial improvement for these contractual educators who have long advocated for better compensation.

Revised Honorarium Structure and Implementation

The revised honorarium structure represents a substantial increase from previous levels. Shiksha mitras, who serve as contractual para teachers in primary schools under the basic education department, will see their monthly honorarium rise from Rs 10,000 to Rs 18,000. Meanwhile, anudeshaks (instructors) will receive an increase from Rs 7,000 to Rs 17,000 per month.

The effective hike amounts to 80% for shiksha mitras and an impressive 142% for anudeshaks. This revised allowance structure will come into effect from April, providing immediate financial relief to approximately 1.43 lakh shiksha mitras and 24,781 anudeshaks across the state.

Historical Context and Political Significance

Chief Minister Yogi Adityanath highlighted that it was the BJP government that had previously raised the honorarium from Rs 3,000 to Rs 10,000. The issue of shiksha mitras' compensation has remained a contentious political and legal matter for years, particularly after the Supreme Court cancelled their earlier regularization as assistant teachers.

Government sources indicated that while this decision would impose an additional financial burden on the state exchequer, it was implemented with the objective of ensuring social and economic security for educators who form the backbone of primary education in Uttar Pradesh.

Comprehensive Education Sector Reforms

During his address, the Chief Minister elaborated on multiple initiatives undertaken by the state government to strengthen both school and higher education systems. These reforms focus on infrastructure development, quality enhancement, research promotion, and digital transformation across educational institutions.

"Under Project Alankar, we have upgraded infrastructure and improved sports facilities in secondary schools," stated Yogi Adityanath. "Budgetary provisions have been allocated for constructing additional buildings for PM Shri schools under the central government's flagship scheme."

Special Initiatives for Girls' Education and Health Benefits

In a move to promote menstrual hygiene and ensure uninterrupted education for girls, the government has allocated Rs 300 crore specifically for providing sanitary napkins to school-going girls across the state. This initiative aims to address practical barriers to girls' education while promoting health awareness.

Additionally, the Chief Minister announced that both teaching and non-teaching staff would receive cashless medical facilities, further enhancing the welfare measures for education sector employees.

Higher Education Achievements and Innovations

The state government has placed considerable emphasis on quality improvement, skill development, research enhancement, and digital infrastructure in higher education. These efforts have yielded measurable results:

  • Six state universities in Uttar Pradesh have secured A++ accreditation from the National Assessment and Accreditation Council (NAAC), reflecting substantial improvement in academic standards
  • The number of NAAC-accredited institutions in the state has increased significantly from 95 to 158
  • Institutions from Uttar Pradesh featuring in the National Institutional Ranking Framework (NIRF) rankings have shown remarkable growth, indicating enhanced national recognition

Research Culture and International Collaboration

The Chief Minister highlighted a dramatic increase in patent filings within the state. From negligible numbers previously, Uttar Pradesh has now recorded 5,677 patent filings with approximately 350 patents granted, signaling the emergence of a robust culture of innovation and research.

Yogi Adityanath also announced the establishment of new universities in several divisions including Saharanpur, Aligarh, Azamgarh, Mirzapur, Devipatan, and Moradabad. The government has implemented a transparent policy for private universities with strict action against regulatory violations, including the cancellation of recognition for two private universities that failed to comply with regulations.
