FSSAI Issues Nationwide Directive for Mandatory Registration of Milk Producers and Vendors

The Food Safety and Standards Authority of India (FSSAI) has taken a significant step to regulate the country's milk supply chain by mandating that all independent milk producers and vendors across India must obtain compulsory registration or licenses. This directive comes with a stern warning that numerous operators are currently functioning outside the established food safety regulatory framework.

Regulatory Advisory and Compliance Requirements

In an advisory released on March 11, the national food regulator highlighted that many milk producers who operate independently of dairy cooperative societies, along with local milk vendors, are selling milk without the required FSSAI registration. Under existing food safety regulations, such registration is not optional but mandatory for all entities involved in food production and distribution.

The authority has now issued explicit instructions to all states and Union Territories, directing them to ensure that every independent milk producer and vendor completes the registration process with FSSAI before continuing their business operations. This move represents a concerted effort to bring the entire milk distribution network under proper regulatory oversight.

Addressing Milk Adulteration Concerns

The regulatory push comes amid growing concerns about milk adulteration across the country. FSSAI has specifically instructed state food safety authorities to verify whether milk sellers possess valid registration or licenses and to take appropriate enforcement action against those found to be non-compliant.

Beyond registration verification, officials have received additional directives to inspect milk chillers used for storage purposes. These inspections will focus on ensuring proper temperature control and maintaining hygiene standards, as inadequate storage conditions can lead to spoilage and contamination that compromise milk safety.

Implementation Strategy and Monitoring Framework

To facilitate compliance, states have been asked to conduct special registration drives designed to bring all milk producers and vendors within the food safety regulatory framework. FSSAI has emphasized that it has already initiated regular enforcement drives targeting milk and milk products, with states required to submit fortnightly reports detailing the actions taken.

The comprehensive initiative aims to achieve multiple objectives:

  • Improved Traceability: Creating a documented system to track milk from production to consumer
  • Enhanced Safety Standards: Ensuring all milk sold meets established quality parameters
  • Adulteration Prevention: Implementing measures to detect and deter milk adulteration throughout the supply chain
  • Regulatory Compliance: Bringing the entire milk distribution network under formal oversight

This regulatory intervention represents a significant step toward standardizing milk safety protocols across India's vast and diverse dairy sector, potentially impacting thousands of independent operators who have previously operated without formal registration.
