In a significant development for healthcare governance in Uttar Pradesh, Additional Chief Secretary for Medical Health, Family Welfare, and Medical Education, Amit Kumar Ghosh, spearheaded an extensive meeting with health officials from the Chitrakoot and Jhansi divisions. The marathon session, held on Wednesday, focused on evaluating the ongoing statewide supportive supervision system under the National Health Mission (NHM).
Shift from Punitive Inspections to Collaborative Mentoring
The core objective of the NHM's supportive supervision framework is to fundamentally transform healthcare quality assessment. This innovative approach moves away from traditional, top-down punitive inspections toward a more collaborative and mentoring-based methodology. By fostering partnership rather than criticism, the system aims to enhance patient care standards across all health facilities.
Ghosh was accompanied by NHM Mission Director Pinky Jowel, who emphasized strict adherence to government directives throughout the proceedings. Jowel issued a clear warning that any negligence in patient care would not be tolerated under any circumstances.
Major Infrastructure Announcement for Jhansi Division
One of the most substantial outcomes from the meeting was the formal assurance for establishing a comprehensively equipped divisional hospital in Jhansi. This facility is designed to significantly improve healthcare accessibility for residents across the region.
The proposed hospital may include a dedicated 100-bed cancer wing, addressing a critical need for specialized oncology services in the area. Divisional Commissioner Bimal Kumar Dubey provided assurances that land availability for this ambitious project would be secured without delay.
Statewide Expansion of Jhansi's Innovative Health Initiatives
The meeting highlighted Jhansi division's pioneering contributions to healthcare administration. Specifically, the monthly evaluation format for health services, originally developed and implemented in Jhansi, received special commendation and will now be adopted across all of Uttar Pradesh.
This evaluation system, along with Basic Life Support (BLS) training programs, was praised for its effectiveness in improving service delivery. On this occasion, the efforts of CMS Lalitpur Dr. Raj Narayan were also recognized for setting exemplary standards in quality child healthcare services within his district.
Immediate Operational Directives and Quality Assurance Measures
Reiterating the government's unwavering commitment to healthcare accessibility, Amit Kumar Ghosh declared that no compromises would be made in providing quality medical services to economically disadvantaged populations. He issued specific directives to officials, including:
- Ensuring immediate deployment of MBBS doctors at the local level
- Maintaining comprehensive waiting lists to prevent doctor shortages
- Guaranteeing that Ayushman Arogya Mandirs open punctually, with strict consequences for closures
- Prohibiting requests for patients to purchase medicines externally, emphasizing adequate government budget allocations
Infrastructure Assessment and Sanitation Priorities
During a late-night visit to the district hospital on Tuesday, Ghosh conducted a thorough inspection and identified several infrastructure concerns. He noted that the hospital building requires substantial renovation, including enhanced cleanliness measures, painting, and repair works.
When questioned about rodent and pest presence, Ghosh clarified that such issues must be addressed immediately as they pose significant disease transmission risks. He further assured that shortages of doctors and other essential amenities would be systematically eliminated.
Comprehensive Support for Over 16,000 Health Facilities
Explaining the broader vision, Ghosh stated, "Supportive Supervision represents a statewide effort to assist all health facilities, including district hospitals, medical colleges, and Ayushman Arogya Mandirs, which collectively exceed 16,000 institutions. Our goal is to systematically improve health amenities through collaborative support rather than punitive measures."
