JAIPUR: In a dramatic escalation of tensions, private hospital associations and doctors' bodies across Rajasthan declared an immediate boycott of services under the Rajasthan Government Health Scheme (RGHS) on Monday. This decisive action comes directly in response to the arrest of Dr Sondev Bansal a day earlier over alleged irregularities linked to the scheme.

24-Hour Complete Bandh of Private Healthcare Services

The Indian Medical Association's Rajasthan branch has called for a "complete bandh," shutting down Outpatient (OPD), Inpatient (IPD), and even emergency services in all private hospitals. This unprecedented 24-hour shutdown is scheduled to commence at 8 am on April 14 and conclude at 8 am on April 15, serving as a powerful protest against the arrest.

During a critical meeting chaired by IMA Rajasthan state president Dr Mahesh Chandra Sharma, representatives from the private healthcare sector reached a unanimous decision. They have resolved to immediately halt the generation of new Transaction IDs (TIDs) under the RGHS framework. While patients already admitted will continue to receive necessary treatment, hospitals will refuse to issue any fresh TIDs for new cases or approvals.

Boycott to Continue Until Demands Are Met

The medical community has made it clear that this boycott will persist indefinitely until two core demands are satisfied: the release of Dr Sondev Bansal and the resolution of all issues connected to the alleged discrepancies within the RGHS system. This stance underscores the depth of their grievance.

The protest movement has garnered substantial backing from a coalition of major medical bodies. This includes the Rajasthan Alliance of Hospital Associations, the Private Hospitals and Nursing Homes Association (PHNHA), UPCHAR, the Indian Medical Association (IMA), AHPI Rajasthan, and PHNHS, presenting a united front.

Widespread Anger and Fear in Medical Community

Dr Mahesh Chandra Sharma articulated the collective sentiment, stating that Dr Bansal's arrest has instilled widespread fear and deep resentment among healthcare professionals. He condemned what he described as unjust action taken without prior dialogue or a fair legal process, warning that such approaches could severely disrupt the state's entire healthcare delivery system.

In a stern warning to authorities, Dr Sharma revealed that doctors have collectively decided on a future course of action. Should any doctor be arrested in the future over alleged irregularities in any government health scheme, the medical fraternity across Rajasthan would enact a "complete boycott of treatment services," potentially paralyzing healthcare.

Allegations of Unfair Treatment and Erosion of Morale

IMA Rajasthan zonal secretary Dr Anurag Sharma echoed these concerns, citing "deep anger" permeating the state's medical community. He pointed out that a medical board constituted to investigate the matter had not found any evidence of medical negligence. Despite this, criminal action was pursued against a reputed doctor for what he termed "alleged minor RGHS irregularities." Dr Anurag Sharma emphasized that this arrest has profoundly hurt the dignity and morale of the entire profession.

Dr Vijay Kapoor, a representative of the PHNHA, leveled serious allegations regarding the arrest procedure. He claimed it was executed without following due legal process and without granting Dr Bansal a proper opportunity to present his side. Dr Kapoor alleged the doctor was treated "like a hardened criminal," an act that has triggered statewide outrage among medical practitioners.

Warning of Escalation and Service Disruption

Dr Kapoor issued a stark warning, indicating that if Dr Sondev Bansal is not released immediately, the current protest could escalate into a full-fledged, indefinite statewide shutdown of all medical services, far beyond the initial 24-hour period.

This coordinated action by Rajasthan's private healthcare sector is expected to cause significant disruption. Fresh approvals and new admissions for beneficiaries under the Rajasthan Government Health Scheme at empanelled private hospitals are likely to be severely impacted, creating immediate challenges for patients reliant on the scheme.
