The Delhi government on Friday notified a Proactive Winter Air Quality Management Framework, shifting from emergency interventions to advance planning to tackle winter air pollution. The framework, announced by Chief Minister Rekha Gupta, will be implemented annually from November 1 to February 28.
Key Measures Under the Framework
Petrol pumps will supply fuel only to vehicles with a valid Pollution Under Control (PUC) certificate. Parking charges at authorized facilities will be doubled to discourage private vehicle use and promote cleaner transport. Government and private offices, excluding essential and emergency services, will operate with a maximum of 50% physical attendance under a staggered office-timing system.
Vehicular Restrictions
Most non-BS-VI commercial vehicles registered outside Delhi will be barred from entering the city between November 1 and January 31 to reduce vehicular emissions.
Construction and Dust Control
Construction and demolition activities must adhere to environmental and dust-control norms from November 1 to January 31, with stricter restrictions from December 10 to January 20. Anti-smog guns, mist suppression systems, and dust-control mechanisms are mandatory at large commercial high-rise buildings and major construction sites.
Prevention of Open Burning
The framework emphasizes preventing open burning of garbage, leaves, and other materials. Resident welfare associations, institutions, and contractors must take preventive measures, including alternative heating arrangements for guards and workers.
Monitoring and Penalties
Drone-based surveillance and field monitoring will be intensified. Violations will attract environmental compensation charges and other penalties.
Implementation and Legal Basis
The framework has been notified under the Environment (Protection) Act, 1986, and will function alongside the revised Graded Response Action Plan. Officials noted that the initiative marks a shift from reactive measures to proactive planning, helping stakeholders avoid last-minute disruptions.
Chief Minister Rekha Gupta stated that improving Delhi’s air quality requires active participation from citizens, RWAs, industries, and institutions.
