The Kerala State Human Rights Commission has directed the authorities concerned to convene a joint meeting to decide whether the remaining Rs 25 lakh from the construction of the new building at Fort Taluk Hospital can be utilised for carrying out temporary electrical works in the facility.
Commission's Directive
Commission chairperson Justice Alexander Thomas issued the directive while considering issues related to the incomplete works in the newly constructed hospital block. The commission instructed the director of health services, district medical officer (DMO), executive engineer of PWD electrical wing, executive engineer of KSEB and corporation secretary to hold a joint meeting and take an appropriate decision on the matter.
Background of the Issue
According to a report submitted by DMO, an estimate of Rs 3.08 crore was already submitted to the government by the health services director for completing electrical works, installing lifts and ensuring fire and safety compliance in the new building. The commission observed that if no decision has yet been taken on the proposal, urgent steps should be initiated to sanction the required funds so that all deficiencies at the hospital can be fully resolved without delay.
Further Interventions
The commission also directed the principal secretary and secretary of the health department to intervene in the matter and ensure speedy action. The proceedings were initiated based on a suo motu case registered by the commission following media reports highlighting the issue.
The directive underscores the commission's commitment to ensuring that public healthcare facilities are fully functional and safe for patients and staff. The joint meeting is expected to expedite the resolution of pending works, including electrical installations, lifts, and fire safety measures, which are critical for the hospital's operation.
