India's energy diplomacy has undergone a significant rejig in the aftermath of the West Asian crisis. Unlike previous oil shocks, where institutional mechanisms rarely worked, this time the response was different, according to K P Nayar.

New Institutional Mechanisms

During earlier crises, India lacked effective institutional frameworks to manage energy security. However, the recent West Asian turmoil saw coordinated efforts between the Ministry of External Affairs, the Ministry of Petroleum and Natural Gas, and other stakeholders. This collaboration ensured stable oil supplies and mitigated price volatility.

According to Nayar, the government proactively engaged with West Asian nations, leveraging diplomatic ties to secure preferential treatment. This included strategic dialogues with Saudi Arabia, the UAE, and Iraq, which are among India's top crude suppliers.

Impact on Energy Security

The revamped diplomacy has strengthened India's energy security. For instance, India diversified its import sources, reducing reliance on any single region. The country also increased its strategic petroleum reserves to cover 90 days of oil imports, up from 60 days previously.

Furthermore, India negotiated long-term contracts with fixed pricing mechanisms, insulating the economy from short-term market fluctuations. This move helped stabilize domestic fuel prices and supported economic growth.

Future Outlook

India's energy diplomacy is now more proactive and resilient. The government plans to expand partnerships with African and Latin American oil producers. Additionally, investments in renewable energy are being accelerated to reduce dependence on fossil fuels.

As Nayar noted, the institutional learning from this crisis will serve India well in future energy challenges. The country is better positioned to handle global energy shocks, ensuring sustained development and energy access for its population.
