Modi's Malaysia Visit Aims to Strengthen Trade, Defense Ties and Address Zakir Naik Extradition

Prime Minister Narendra Modi's upcoming visit to Kuala Lumpur this weekend is set to significantly enhance bilateral relations between India and Malaysia, with a strong focus on ramping up trade and defense cooperation. The visit is expected to see the signing of several Memorandums of Understanding (MoUs), including a key agreement for collaboration with Malaysia's thriving semiconductor industry, which represents a major strategic move in the technology sector.

Zakir Naik Extradition Issue to Be Raised by Indian Side

Alongside these economic and strategic discussions, the Indian delegation is likely to raise the issue of fugitive Zakir Naik's extradition. MEA Secretary (East) P Kumaran confirmed that India will continue to pursue this matter until all technical procedures are completed, expressing hope for a favorable outcome. "We have had opportunities to discuss the issue in past visits also at various levels. And, we will probably continue to take up the issue until all technical procedures are completed, and we hope to get the outcome that we desire," Kumaran stated.

India and Malaysia have an existing extradition treaty, but Malaysia maintains that the case will be resolved based on judicial consideration, adding a layer of complexity to the proceedings. This persistent effort underscores India's commitment to bringing Naik back to face charges.

Comprehensive Strategic Partnership Under Review

During the visit, Prime Minister Modi and his Malaysian counterpart Anwar Ibrahim will conduct a thorough review of the progress under the India-Malaysia Comprehensive Strategic Partnership. Key priority areas of cooperation to be assessed include:

  • Trade and Investments: Enhancing bilateral economic exchanges.
  • Defense and Security: Strengthening military collaborations.
  • Semiconductors and Digital Technologies: Leveraging Malaysia's industry expertise.
  • Renewable Energy: Promoting sustainable development initiatives.
  • Education and Healthcare: Expanding people-to-people exchanges.

Defense Cooperation Opportunities Highlighted

Kumaran emphasized the significant potential for defense cooperation between the two nations. India is actively exploring the sale of Dornier aircraft to Malaysia, which could bolster Malaysia's maritime surveillance capabilities. Additionally, with Malaysia operating Scorpene submarines, there are opportunities for collaboration in areas such as mid-life upgrades and retrofitting, enhancing the operational lifespan and effectiveness of these assets.

"Malaysia also has Scorpene submarines. We are looking at opportunities to try and collaborate, especially in terms of mid-life upgrades, retrofitting etc," the official noted, highlighting the mutual benefits of such defense partnerships.

This visit marks a pivotal moment in India-Malaysia relations, aiming to solidify ties across multiple sectors while addressing longstanding issues like extradition, thereby fostering a more robust and cooperative bilateral framework.
