The award recognizes his role in strengthening bilateral ties between India and the United Kingdom.

Goyal Expresses Gratitude and Highlights Collaborative Efforts

In a post on X, Goyal expressed his gratitude for the recognition, attributing it to the collective efforts of numerous individuals and organizations. "This recognition belongs to the many bridge-builders across governments, businesses, academia, culture, and our vibrant diaspora who continue to strengthen India-UK ties," he wrote. He also congratulated fellow awardees for their contributions to enriching the partnership.

India-UK CETA and DCC: Fastest-Implemented Trade Deal

Goyal highlighted the India-UK Comprehensive Economic and Trade Agreement (CETA) and the Double Contribution Convention (DCC), both set to take effect on July 15, 2026. He described CETA as "the fastest-implemented trade deal in British parliamentary history." According to Goyal, the agreements are pivotal for the next chapter of the partnership, fostering collaboration across trade, innovation, technology, education, and emerging sectors.

Under the leadership of Prime Minister Narendra Modi, Goyal noted that India's growth story offers unprecedented opportunities. "The best innings of the India-UK partnership are yet to come!" he added.

Meeting with UK Secretary of State Peter Kyle

Earlier, Goyal met with Peter Kyle, the UK's Secretary of State and Labour MP for Hove & Portslade, in London following the signing of CETA. Describing the discussions as "meaningful," Goyal said they explored new avenues to deepen economic and trade cooperation. He emphasized the commitment to fostering an ecosystem that promotes innovation, investment, and holistic growth for both nations.

Details of the Double Contribution Convention (DCC)

The DCC is designed to facilitate business and trade by ensuring that employees moving between India and the UK, along with their employers, pay social security contributions in only one country at a time. It allows employees on temporary assignments to continue contributing to their home country's social security system, preventing interruptions or fragmentation of their benefits and records.

The DCC is a form of Social Security Agreement (SSA) that coordinates social security contributions between the two countries. It does not affect entitlement to benefits such as the State Pension or alter existing rules governing access to benefits. Key provisions include support for "detached workers," allowing employees temporarily posted abroad to pay contributions exclusively into their home country's system for a specified maximum period. Once in effect, the DCC will eliminate double contributions and extend the 52-week exemption period reciprocally to 60 months for detached workers.
