Sri Lankan Civil Service Delegation Studies Uttarakhand's Disaster Management System
A delegation comprising 40 civil service officers from Sri Lanka conducted a significant visit to the State Emergency Operations Centre (SEOC) in Dehradun on Tuesday. The purpose of their visit was to comprehensively study Uttarakhand's advanced disaster management system and operational frameworks.
Capacity Building Initiative Under NCGG Programme
This educational visit was meticulously organized under a specialized capacity-building programme administered by the National Centre for Good Governance (NCGG). The initiative aims to foster international knowledge exchange and enhance institutional capabilities in disaster risk reduction.
During their visit, officials from the Uttarakhand State Disaster Management Authority (USDMA) provided detailed briefings to the Sri Lankan delegation. These presentations covered multiple critical aspects of disaster management, including:

Additional CEO (implementation) and DIG Rajkumar Negi delivered comprehensive explanations regarding relief and rescue operations during emergencies. His presentation outlined the structured roles of state and district emergency operation centres, along with sophisticated early warning dissemination systems that ensure timely alerts reach vulnerable populations.
The delegation received extensive briefings on community involvement in disaster risk reduction and the critical processes for communicating alerts to the most remote areas, ensuring comprehensive last-mile connectivity during emergencies.
Comprehensive Disaster Management Framework
Presentations further elaborated on the Incident Response System, preparedness strategies, response protocols, and post-disaster rehabilitation and reconstruction processes. Special emphasis was placed on the coordination mechanisms between USDMA and the National Disaster Management Authority, highlighting India's integrated approach to disaster management.
Advanced Meteorological and Geological Expertise
Senior scientist Rohit Thapliyal from the India Meteorological Department presented on advanced weather forecasting systems. His demonstration included detailed explanations of satellite observations, Doppler weather radars, and real-time data integration for multi-level warnings. These technologies are particularly crucial for mountainous regions like Uttarakhand that face complex weather patterns.
Director of Uttarakhand Landslide Mitigation and Management Centre, Shantanu Sarkar, explained scientific approaches to landslide risk reduction. His presentation covered susceptibility mapping, GIS-based monitoring systems, drone survey methodologies, and early warning systems specifically designed for geological hazards.
Cross-Border Knowledge Exchange and Adaptation
Given Sri Lanka's similar vulnerability to landslides and heavy rainfall events, the visiting officers demonstrated particular interest in Uttarakhand's comprehensive model. Substantial discussions focused on possible adaptation of these systems to Sri Lanka's specific geographical and climatic conditions.
Officials from both nations emphasized that such international exchanges significantly contribute to building institutional capacity and promoting shared, effective approaches to disaster risk reduction. The knowledge transfer enables both countries to enhance their resilience against natural disasters through proven methodologies and technological innovations.
