Bihar CM Orders Compliance Reduction to Boost Investment

Patna: Chief Minister Samrat Choudhary on Monday directed officials to eliminate unnecessary compliances and create a more investor and business-friendly environment in the state. Chairing a high-level review meeting on “Compliance reduction and deregulation” here, he said deregulation and procedural reforms are essential to attract investment, promote entrepreneurship, and speed up employment generation.

Key Directives for Departments

The CM instructed every state government department to review the licences, permissions, inspection processes, and reporting requirements under its jurisdiction and submit concrete proposals for simplification within the stipulated time frame. He emphasised that reforms must focus on reducing procedural hurdles, improving transparency, and making service delivery more effective for businesses and citizens alike.

Updates from Senior Officials

During the meeting, senior officials—including additional chief secretaries, principal secretaries, and secretaries—presented updates on ongoing reforms and future action plans across multiple departments. These included industries, urban development and housing, labour resources, agriculture, energy, environment, forest and climate change, tourism, higher education, health, general administration, and fire services. Samrat also asked officials to expedite implementation of directives received from the Centre on compliance reduction and deregulation.

Facilitative Role of Government

He said the government’s role should be facilitative, ensuring that industries, investors, startups, business establishments, and citizens do not have to make repeated visits to offices for routine services. He called for stronger adoption of digital platforms, self-certification, online approvals, and time-bound service delivery across departments. He further directed that the practice of seeking the same information repeatedly at different levels must be eliminated. According to him, these measures will reduce the unnecessary burden on industries and markets while promoting competition and efficiency.
