The Indian government has reduced the permissible broken grain content in rice distributed under the Public Distribution System (PDS) from 25% to 10%, a move that will save an estimated Rs 2,161 crore in logistics and storage costs. This is the first major upgrade to PDS rice quality standards in nearly three decades.
New Quality Standards for PDS Rice
According to the Ministry of Consumer Affairs and Food Processing, the decision is a historic and transformative step to strengthen India’s food security architecture. The ministry stated that the tightening of milling parameters will ensure that whole, uniform grains reach beneficiaries under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY).
Union Minister Pralhad Joshi announced the reform on social media, saying, "For the first time in nearly three decades, the quality standards for rice distributed under #PMGKAY have been upgraded, ensuring better-quality food with dignity for over 80 crore beneficiaries." He added that the reform reflects the government's commitment to delivering superior quality, optimal utilization of every grain, transparency through QR-based traceability, and cost rationalization.
Impact on Ethanol Production and Savings
Officials said the move will free up an estimated 8-9 million tonnes of surplus broken rice for ethanol production. The reduction in broken grain content also leads to lower logistics and storage costs, resulting in savings of approximately Rs 2,161 crore.
Under PMGKAY, the Centre distributes 5 kg of rice or wheat free of cost every month to more than 80 crore beneficiaries. All PDS rice distributed across the country is now enriched with essential micronutrients such as iron, folic acid, and vitamin B12 to combat malnutrition and anemia.
QR-Based Traceability and Transparency
The government has integrated QR-based traceability across the supply chain, allowing end-to-end verification of grain batches. This measure aims to prevent pilferage and maintain accountability. The upgraded quality standards ensure that every eligible family continues to receive the same entitlement under PMGKAY, now with significantly improved quality.
