The Chandigarh Municipal Corporation (MC) has received a landmark bid of Rs 27 lakh on an annual basis for the operation and management of the iconic Rose Club in Sector 16. This significant development comes under a public-private partnership (PPP) model that spans a substantial period of 10 years, marking a major step in revitalizing the city's heritage infrastructure.

Bid Evaluation and Approval Process

According to official sources, the MC's engineering department has meticulously evaluated two agencies that expressed interest in the Rose Club project. The evaluation process followed strict technical and financial criteria as per established terms and conditions. During this comprehensive assessment, one agency emerged with the highest bid of Rs 27 lakh, surpassing the other contender.

"Since the matter involves significant financial and policy implications, it will be presented to the general house members during the upcoming monthly meeting for thorough discussion and final approval," explained a municipal official familiar with the proceedings. The concerned wing of the engineering department will formally place the matter before the house members for deliberation.

Comprehensive Renovation and Operational Plans

Beyond mere operation and maintenance, the selected agency will undertake a comprehensive one-time renovation of the Rose Club to restore it to full functionality with enhanced aesthetic appeal. Currently non-functional, the club has been costing the MC substantial resources, with over Rs 1 crore already allocated for renovation of the closed building.

"The quoted amount represents excellent value for the civic authority, as it promises to generate over Rs 2 lakh in monthly revenue without any expenditure from the MC," revealed sources within the municipal body. However, they emphasized that final approval rests with the general house members given the project's financial magnitude.

Heritage Preservation and Development Guidelines

As a heritage building located within Chandigarh's core heritage area in the prominent northern sector, the Rose Club comes with specific preservation requirements. The successful bidder will be permitted to conduct structural repairs and aesthetic renovations while strictly maintaining the building's original design integrity.

The operational plan includes diverse facilities such as:

  • A full-service restaurant and café
  • Modern gaming zones and library facilities
  • A well-equipped gymnasium
  • Versatile event spaces for community gatherings

Importantly, all developments must preserve the cultural character of the premises. No permanent construction will be allowed without explicit approval, with only temporary, non-permanent installations permitted under the agreement. This balanced approach ensures heritage conservation while enabling functional modernization of the cherished Chandigarh landmark.
