Chief Secretary Dulloo Reviews CSS Progress in J&K

Chief Secretary Atal Dulloo on Thursday chaired a marathon meeting of Administrative Secretaries to review the implementation and progress of key Centrally-Sponsored Schemes (CSS) and flagship infrastructure projects across Jammu and Kashmir.

Sector-Wise Review and Directives

During the meeting, Administrative Secretaries of the concerned departments gave detailed presentations on the physical and financial progress of their respective schemes, outlining targets, implementation challenges and future action plans.

The Chief Secretary conducted a sector-wise review covering education, health, power, digital connectivity, rural and urban development, housing, social welfare, finance, tourism, skill development, water supply, transport, fisheries and infrastructure. He stressed that effective implementation of flagship schemes was essential for improving public service delivery and ensuring inclusive socio-economic development across the Union Territory.

Emphasising outcome-oriented governance, Dulloo directed all departments to closely monitor targets, proactively address implementation bottlenecks and ensure optimum utilisation of available funds.

He asked the Administrative Secretaries to focus on timely completion of projects, saturation of eligible beneficiaries under welfare schemes and sustained field-level monitoring to ensure that benefits reach every deserving citizen.

Progress and Urgency

While expressing satisfaction over the progress achieved under several flagship programmes, the Chief Secretary urged departments to work with greater urgency to achieve prescribed milestones within stipulated timelines. Dulloo also directed all Administrative Secretaries to closely track both physical and financial progress, promptly resolve implementation issues and maintain regular engagement with the Government of India for timely approvals and release of funds wherever required.

Education Sector Advancements

Reviewing the education sector, officials informed the meeting that significant progress had been achieved under ‘Samagra Shiksha’ and ‘PM SHRI Schools’, with emphasis on digital transformation, smart classrooms, ICT laboratories, Atal Tinkering Labs, vocational education, inclusive education, early childhood care, hostel infrastructure and technology-enabled governance.

Skill Development and PM-SETU

The Skill Development Department said more than one lakh youth had received industry-oriented training under the ‘Pradhan Mantri Kaushal Vikas Yojana (PMKVY)’. It also informed that implementation of the newly launched ‘PM-SETU’ programme had begun to transform Industrial Training Institutes into Centres of Excellence through industry partnerships and upgraded infrastructure.

Power Sector: Solar and Smart Metering

Reviewing the power sector, the Chief Secretary was informed that steady progress had been made under the ‘PM Surya Ghar Muft Bijli Yojana’, with thousands of rooftop solar installations commissioned across the Union Territory, helping beneficiaries reduce electricity bills. Simultaneously, solarisation of government buildings is progressing under the Science and Technology Department to promote clean energy and energy self-reliance.

The meeting also reviewed implementation of Smart Metering and the ‘Revamped Distribution Sector Scheme (RDSS)’, under which large-scale installation of smart consumer meters and strengthening of power distribution infrastructure are underway to improve operational efficiency, reduce transmission losses and ensure reliable electricity supply across Jammu and Kashmir.
