Delhi Government Unveils Bhu Aadhaar Initiative for Land Parcel Digitization
In a significant move to modernize land records and ensure digital accountability, the Delhi government has launched the Bhu Aadhaar initiative. Under this program, every land parcel in the city will be assigned a 14-digit Unique Land Parcel Identification Number (ULPIN), effectively creating an 'Aadhaar' for property ownership. This step aims to revolutionize how land is managed and recorded in the national capital.
Chief Minister Rekha Gupta Announces the Initiative
Announcing the initiative on Sunday, Chief Minister Rekha Gupta emphasized that safeguarding property rights is the central theme of Bhu Aadhaar. She stated, "Bhu-Aadhaar is not merely a number. It is a powerful digital instrument against corruption and land disputes. Many families invest their lifetime savings in land but often face legal complications due to unclear records." Gupta added that this system will enhance transparency and significantly reduce disputes, providing a more secure environment for property investments.
Long-Awaited Implementation in Delhi
The need for such a system in Delhi has been felt for a long time. Although the Centre introduced the scheme nationally in 2016 through its ministries of rural development and the department of land resources, it could not be implemented in Delhi due to various reasons. Gupta explained, "It is now being taken up in mission mode," highlighting the government's commitment to rolling out this crucial reform.
Successful Pilot in Tilangpur Kotla Village
A pilot project has already been completed in Tilangpur Kotla village in West Delhi district, where 274 ULPIN records were successfully generated. This exercise helped validate the technological framework and ensure the accuracy of data before its citywide expansion, according to a government official. The pilot's success paves the way for a smooth rollout across Delhi.
How ULPIN Works and Its Benefits
Each land parcel will be assigned a permanent, unique alphanumeric identity based on its precise longitude and latitude coordinates. By linking textual land records with geo-referenced maps, the system enables accurate verification of ownership, plot size, and location. Key benefits include:
- Streamlining property transactions
- Reducing the risk of fraud and multiple registrations
- Addressing long-pending boundary conflicts
- Providing greater clarity and convenience for citizens
Instead of relying on multiple documents to establish title, a single ULPIN will offer comprehensive digital details of a property. This reform is expected to support fair property taxation, faster loan approvals, and improved disaster planning due to accurate mapping of land ownership. Additionally, it will help identify beneficiaries of schemes based on landholding size and facilitate the creation of organized land banks.
Nationwide Context and Implementation Strategy
The ULPIN system is already in place in 29 states and Union Territories, including Andhra Pradesh, Maharashtra, Uttar Pradesh, West Bengal, Karnataka, and Tamil Nadu. In Delhi, the responsibility for implementation has been entrusted to the IT branch of the revenue department, with support from the Survey of India.
Advanced Geospatial Technology at the Core
The project leverages advanced geospatial technology to ensure precision. An official noted, "Each parcel will be georeferenced to enable seamless coordination of land data across departments. Around two terabytes of high-resolution geospatial data, including drone-based ortho-rectified images, are being used to prepare an accurate digital land map of the city." This technological backbone is crucial for the initiative's success and long-term sustainability.
