Gujarat's 2026-27 Budget Unveils Major Urban Expansion Plan with Satellite Towns and RRTS

In a significant move to address the challenges of rapid urbanization, the Gujarat government has announced an ambitious urban expansion blueprint in its 2026-27 budget. The plan focuses on developing five new satellite towns and implementing a Regional Rapid Transit System (RRTS) to connect these towns with key urban centers.

Satellite Towns to Redistribute Growth

The proposed satellite towns—Sanand, Kalol, Savli, Bardoli, and Hirasar—are strategically selected to ease mounting pressure on major cities like Ahmedabad and channel expansion in a more planned manner. According to budget documents, these townships will be integrated with nearby metropolitan hubs through the RRTS, aiming to strengthen daily connectivity and enable decentralized urban growth.

Officials describe this strategy as a structural response to rising congestion, surging demand for housing and services, and increasing employment pressures in large cities. By creating new urban clusters near existing economic centers, the state aims to redistribute growth and reduce stress on core city infrastructure, fostering a more balanced regional development.

Modernizing Urban Management

Beyond expansion, the budget outlines multiple investments to modernize urban management. A provision of Rs 200 crore has been made for smart parking and an integrated traffic management system to improve pedestrian transport efficiency and promote accessible mobility. Additionally, Rs 100 crore is specifically allocated for smart parking initiatives in cities and municipalities.

To tackle long-standing railway crossing bottlenecks, the state has earmarked Rs 350 crore for constructing overbridges and underpasses in campaign mode, with the objective of making urban areas railway-crossing-free. This initiative is expected to enhance traffic flow and safety in congested areas.

Enhancing Municipal Governance and Emergency Response

In municipal governance and emergency response, Rs 180 crore was earmarked for integrated command and control centers in 12 municipal corporations. These centers will strengthen real-time monitoring and coordinated city operations, improving efficiency in urban management and crisis handling.

Push for a Dump-Free Gujarat

The budget reiterates the state's commitment to making Gujarat dump-free. Officials reported that more than 253 lakh metric tonnes of legacy waste at dumpsites have already been cleared using scientific methods. This effort is part of a broader initiative to promote sustainable waste management and environmental cleanliness across urban areas.

Additional Urban Initiatives

Other notable urban initiatives include:

  • Rs 150 crore to develop sports complexes and sports infrastructure under flyovers in every municipal corporation, encouraging recreational activities and community engagement.
  • Rs 50 crore for GIS mapping of properties, utilities, and major urban projects under the Gujarat Urban Atlas, enhancing planning and resource management.
  • Rs 100 crore to develop meeting, incentives, conferences, and exhibition (MICE) infrastructure in Rajkot, Jamnagar, Junagadh, and Bhavnagar, boosting economic and tourism opportunities.

Overall, this budget reflects Gujarat's proactive approach to urban planning, aiming to create more livable, connected, and sustainable cities for its residents.
