The Haryana Cabinet on Monday approved the Model Online Transfer Policy (MOTP), 2026 and the Teachers Transfer Policy (TTP), 2026, incorporating observations from the Punjab and Haryana High Court and stakeholder feedback. The new policies introduce a revised 120-point composite scoring framework for employee ranking during transfers.
Revised Scoring Framework
Under the new policies, the weightage assigned to age has been reduced from 75 per cent to 25 per cent. A new parameter, “Experience in Cadre,” carrying 25 per cent weightage, has been introduced to recognize professional experience and service continuity. The weightage for special factors has been increased from 25 to 50 per cent, providing greater consideration to employees facing genuine hardships.
Enhanced Welfare Provisions
The list of recognized debilitating diseases has been broadened to include Muscular Dystrophy, Behçet Disease, and specified organ transplant cases such as pancreas and bone marrow transplants. Additionally, no employee or teacher within one year of superannuation shall be transferred without their explicit written consent.
Support for government-serving couples has been strengthened: merit points under the couple case category have been increased from 5 to 10 points. The definition of eligible “Organisations” now includes regular employees of any government posted in Haryana, Chandigarh, or Delhi.
Procedural Improvements
The policies introduce streamlined timelines and the concept of “Category” to distinguish between participating and non-participating employees during transfer drives. Transfer drives initiated under the 2025 policies stand discontinued, ensuring all eligible employees benefit from the 2026 criteria.
The Cabinet has authorized the Human Resources Department to issue instructions for the first online transfer drive under MOTP, 2026, added the government spokesperson.
