Karnataka Minister Applauds Hooli Gram Panchayat's Girl Child Empowerment Initiative

In a significant move to bolster the economic future of girls, the Hooli gram panchayat in Savadatti taluk, Belagavi district, has implemented the Kumari Samruddhi Yojana, a scheme that has garnered widespread appreciation across Karnataka. Rural development and panchayat raj minister Priyank Kharge recently commended the gram panchayat for its social consciousness, describing the initiative as a exemplary model for local self-government bodies to emulate.

Scheme Details and Implementation

Launched on August 15, 2022, during the tenure of then-gram panchayat president Virupaksha Torgal, the scheme initially provided a fixed deposit of Rs 5,000 for every girl child born in the village. This amount has since been enhanced to Rs 5,500 starting from November 2025. To date, over 50 children have benefited from the program, with the gram panchayat depositing a total of Rs 2.5 lakh for the project, funded entirely from its own tax collections.

The deposit is made promptly after the birth of a girl child and placed in a joint bank account held by the child and her mother. The funds, along with accrued interest, are released only after the child turns 18, intended to support higher education or other future needs. This structured approach ensures long-term financial security for the beneficiaries.

Eligibility and Objectives

The scheme is designed with specific criteria to maximize its impact:

  • Eligibility: It covers the first or second girl child in a family, excluding those from government employee households.
  • Objective: The primary goals are to discourage female foeticide and promote respect for girls within the community.
  • Certificates: Beneficiaries receive certificates annually on Republic Day and Independence Day, reinforcing the initiative's significance.

Inspired by the state-level Bhagyalakshmi scheme launched in 2006, the Hooli gram panchayat adapted this model at the local level, demonstrating innovative grassroots governance. Zilla panchayat CEO Rahul Shinde highlighted that this initiative reflects the social responsibility of local self-government bodies and noted that a message has been disseminated to all gram panchayats encouraging them to replicate this successful model.
