Himachal Pradesh Government Implements Strict Ban on Service Extensions for Employees

The Himachal Pradesh government has taken a decisive step by issuing a comprehensive directive that prohibits any proposals for extension in service, re-employment, or re-engagement of government officers and officials. This move, announced on Tuesday, aims to streamline administrative processes and ensure a more structured workforce management system across the state.

Directive from Chief Secretary Mandates Immediate Compliance

In a formal directive issued by the Chief Secretary to all administrative secretaries, the government has made it clear that no such proposals will be submitted by departments from now on, nor will they be entertained at any level of the administration. The order emphasizes the necessity for strict compliance across all departments, with a stern warning against any deviation from this new policy.

Furthermore, the directive clarifies that officers and officials who are currently serving on extension, re-employment, or re-engagement will automatically be considered retired upon the completion of their existing tenure. Describing this matter as "most urgent", the government has directed all departments to implement these instructions without any delay, highlighting the importance of adhering to the new regulations promptly.

Opposition Leader Raises Concerns Over Contradictory Notifications

Later in the day, Leader of Opposition Jai Ram Thakur raised significant concerns over what he termed as "contradictory" notifications issued by the state government on the same day. Taking to social media, Thakur pointed out that while one notification barred the extension of service and re-employment of government employees, another order permitted the re-engagement of an engineer in the Public Works Department.

The second notification, issued by the Public Works Department, approved the re-engagement of Mansa Ram, an Assistant Engineer (Civil), in the HPPWD division at Kunihar in Solan district. This order allows his reappointment for a second term of six months on a fixed remuneration, effective immediately, following his retirement on July 31, 2025. This apparent inconsistency has sparked debate and scrutiny over the government's implementation of its own policies.

The Himachal Pradesh government's directive represents a significant shift in its approach to employee management, aiming to reduce ad-hoc extensions and promote a more transparent system. However, the opposition's criticism underscores the challenges in ensuring uniform application of such policies across all departments, raising questions about potential loopholes or exceptions that may undermine the intended reforms.
