During its general body meeting on February 10, the Hubballi-Dharwad Municipal Corporation (HDMC) assured citizens that drinking water would be supplied once every three days by the end of March. However, the reality on the ground tells a different story. In several municipal wards, the supply gaps have actually worsened—expanding from five days to as much as ten days between water deliveries.

The situation has been exacerbated by the complete silence from key agencies responsible for water management. Both the Karnataka Urban Infrastructure Development Corporation (KUIDFC) and infrastructure giant L&T have stopped issuing crucial SMS alerts and press releases, leaving residents completely in the dark about when they might receive their next water supply.

Ineffective Grievance Mechanisms

The official grievance helpline (+91 79966 66247) has proven utterly ineffective according to numerous residents who report that calls go unanswered and complaints remain unresolved indefinitely. This communication breakdown has pushed citizens to take direct action, with residents from ward No. 1 in Dharwad recently approaching KUIDFC officials personally to express their dissatisfaction.

While officials cite recurring pipeline damage as the primary cause of disruptions, citizens argue that the repeated failures have completely eroded public trust. "We're being pushed toward protests," said one resident who wished to remain anonymous. "When basic necessities like water become this unreliable, people have no choice but to demand action."

24x7 Water Project Areas Hit Hardest

Venkatesh M, a resident of ward No. 8, highlighted how areas under the much-touted 24x7 water supply project have been particularly affected. "Believing the authorities' promises of round-the-clock water availability, many of us stopped storing water traditionally," he explained. "Now we face sudden supply discontinuations without any notice. Sometimes the water pressure drops within just a few hours of starting. The helpline neither answers calls nor responds to written complaints."

Official Response and Technical Challenges

Responding to mounting concerns, Savita Katigennavar, superintending engineer at KUIDFC, acknowledged that heavy water pressure has led to frequent PVC pipe damage throughout the system. "Stabilization work is currently underway, and we expect the system to be streamlined within the next 15 to 20 days," she stated.

Katigennavar also pointed to third-party damages as contributing factors, specifically mentioning main pipeline disruptions caused by National Highway Authority of India (NHAI) work near Tarihal and Public Works Department (PWD) activities at the IT Park. These incidents reportedly disrupted water supply for 8-10 days in affected areas.

Residents Take Direct Action

The deteriorating situation has prompted residents to organize. In Kumareshwar Nagar, citizens including Santosh Devaraddi, Ullas Gunaga, and Nadaf recently picketed the KUIDFC office to demand answers. They reported that their water supply frequency has reduced from once every five days to once every 8-10 days. "Despite repeatedly flagging this critical issue through proper channels, officials have maintained complete silence," they collectively stated.

Decades of Unfulfilled Promises

For many long-term residents, the current crisis represents a continuation of decades of broken promises. CM Kadkol, a retired principal from ward No. 37, expressed deep frustration: "We've been hearing assurances about improved water supply for over 17 years now. The pattern is always the same—promises made, promises broken."

Kadkol detailed his recent experience: "We received water on March 23, then faced an eight-day delay, followed by another missed schedule without any notification. Officials claimed an SMS was sent, but none of us received it. What about tenants who might not be registered? Why wasn't there a press release to inform everyone?"

Erratic Supply Disrupts Daily Life

The unpredictability of water delivery has created significant disruptions to daily routines. Vijay Kunnur, a resident of Gandhi Nagar in Dharwad, described the erratic nature of the current system: "Though we're officially scheduled to receive water once every five days, the actual delivery has become completely unpredictable. Sometimes it arrives after just two days, other times we wait six days or more. This forces families to constantly be on standby, disrupting work schedules, household chores, and basic planning."

As the water crisis in Hubballi-Dharwad continues to worsen, residents are demanding more than just temporary fixes and empty promises. They seek a reliable, transparent water supply system with functional communication channels—basic infrastructure that many feel should have been established years ago.
